January 11, 2022
This meeting was conducted consistent with Assembly Bill 361, Resolution No. 2021-088, and Government Code section 54953(e) which suspends certain requirements of the Ralph M. Brown Act and provides the use of teleconferencing to make public meetings accessible by phone or computer, and guidance from the California Department of Public Health on gatherings. The Council Chamber was not open for the meeting.

3. APPROVAL OF AGENDA On a motion by Councilmember Wylie, seconded by Councilmember Ritchie, the Council unanimously approved the agenda of the regular meeting of January 11, 2022.

RESOLUTION APPROVING ENGINEER'S REPORT, CONFIRMING DIAGRAM AND ASSESSMENT AND ORDERING LEVY OF ASSESSMENT FOR FISCAL YEAR 2021-22 FOR THE ANNEXATION OF HARBISON DRIVE APARTMENTS INTO THE HAWKINS NEIGHBORHOOD PARK ASSESSMENT DISTRICT NO. 21 (Staff contact: Brian Oxley, City Engineer (707) 449-5313) On a motion by Councilmember Silva, seconded by Councilmember Ritchie, the Council unanimously approved Resolution No. 2022-003.

HOUSING STRATEGY CITY COUNCIL STUDY SESSION TO RECEIVE UPDATE ON THE PROJECT, CONFIRM PRIORITIES, AND CONSIDER PRELIMINARY CONCEPTS ON IMPLEMENTATION (Staff contact: Tamara Colden, Housing and Community Services Administrator (707) 449-5671) B.
APPROVAL OF AMENDMENT TO THE DISPOSITION, DEVELOPMENT, AND LOAN AGREEMENT BETWEEN THE CITY OF VACAVILLE AND EDEN OAK GROVE INVESTORS, L.P. FOR DEVELOPMENT OF RENT RESTRICTED SENIOR APARTMENTS ON CITY-OWNED PROPERTY ON ORCHARD AVENUE (APN 0126-160-150); and APPROVAL OF A REIMBURSEMENT AGREEMENT BETWEEN THE CITY OF VACAVILLE AND EDEN HOUSING, INC. IN THE AMOUNT OF $127,623.50 TO REIMBURSE PREDEVELOPMENT EXPENSES (Staff contact: Emily Cantu, Housing and Community Services Director (707) 449-5675 Mayor Rowlett recused himself at the beginning of the item due to a potential conflict.
On a motion by Councilmember Ritchie, seconded by Councilmember Stockton, the Council approved an amendment to the Disposition, Development, and Loan Agreement between the City of Vacaville and Eden Oak Grove Investors, L.P. for development of rent restricted senior apartments on City-owned property on Orchard Avenue (APN 0126-160-150) and approved a reimbursement agreement between the City of Vacaville and Eden Housing, Inc. In the amount of $127,623.50 to reimburse predevelopment expenses (6-0; Rowlett recused).
