1. ROLL CALL
Mayor Carli called the special meeting to order at 5:00 p.m. in the Vacaville Council Chamber located at 650 Merchant Street.
Present: Mayor John Carli
Vice-Chair Roy Stockton, District 1
Councilmember Member Greg Ritchie, District 2
Councilmember Michael Silva, District 3 (arrived at 5:07 p.m.) Councilmember Sarah Chapman, District 4
Councilmember Jason Roberts, District 5
Councilmember Jeanette Wylie, District 6
Absent: None
Also Present: City Attorney Melinda Stewart, City Manager Aaron Busch, and City Clerk Michelle Thornbrugh
2 PUBLIC COMMENT
The Mayor opened the public comment period. Alicia Minyen noted that the Friends of Southtown had hired an attorney that provided a letter to the Council with legal opinions on the developers case and asked the Council to defend their action on the project.
3. CLOSED SESSION - Pursuant to California Government Code Section, 54950, et seq. the Council adjourned to closed session at 5:05 p.m.

4, ADJOURNMENT
The Council adjourned to regular session at 6:00 p.m. and returned to closed session at 9:17 p.m. There being no further business before the Council, the special meeting of January 24, 2023, was adjourned with no further actions to report.
