OF THE CITY OF VACAVILLE
March 28, 2023
1. ROLL CALL - The Mayor called the regular meeting of the City Council to order at 6 p.m. in the Vacaville Council Chamber located at 650 Merchant Street.

2. MOMENT OF SILENCE followed by the PLEDGE OF ALLEGIANCE - A moment of silence was observed and the Mayor led the Pledge of Allegiance.
3. APPROVAL OF AGENDA - On a motion by Councilmember Ritchie, seconded by Councilmember Silva, the Council present unanimously approved the agenda of the regular meeting as written.
4. APPROVAL OF MINUTES – On a motion by Councilmember Silva, seconded by Councilmember Chapman, the Council present unanimously approved the minutes for the meeting of March 14, 2023, as written.
5. PRESENTATIONS – None
6. CONSENT CALENDAR - On a motion by Councilmember , seconded by Councilmember , the Council unanimously approved all the items on the Consent Calendar.
A. Approved Resolution No. 2023-025; RESOLUTION AUTHORIZING THE
SUBMITTAL OF A PRIORITY DEVELOPMENT AREA (PDA) GRANT APPLICATION
WITH THE METROPOLITAN TRANSPORTATION COMMISSION FOR THE
ALLISON PDA
B. Approved Resolution No. 2023-026; RESOLUTION AUTHORIZING THE CITY
ENGINEER TO EXECUTE THE NECESSARY DOCUMENTS TO EFFECTUATE THE
TERMS OF THE RIGHT-OF-WAY TRANSFER AGREEMENT DATED DECEMBER 14, 2022 BETWEEN THE CITY OF VACAVILLE AND THE SOLANO IRRIGATION
DISTRICT (SID)
C. Approved; APPROVAL OF ACCOUNTS PAYABLE AND PAYROLL PAYMENT OF CLAIMS FOR THE WEEKS ENDING MARCH 10, 2023, MARCH 17, 2023, AND MARCH 24, 2023

A. APPROVAL OF VACAVILLE HOUSING AUTHORITY HOUSING CHOICE VOUCHER (SECTION 8) ANNUAL PUBLIC HOUSING AGENCY PLAN AND MOVING-TO-
WORK SUPPLEMENTAL PLAN
Action: Housing Authority members approve the Vacaville Housing Authority Annual Public Housing Agency Plan and Moving-to-Work Supplemental Plan.

A. Received; RECEIVE THE 2022 GENERAL PLAN ANNUAL PROGRESS REPORT
Action: Received report.
B. APPROVE THE ELEANOR NELSON PARK MASTER PLAN UPDATE
Action: Approve the Eleanor Nelson Park Master Plan Update with the amendment to include verbiage to add lighting on the mini field as well as the pickle ball/multiuse court.

Action: Approve the Al Patch Park Master Plan Update with the amendment to include a theme and associated artwork and consideration of provided input.

Vote: Unanimously approved.

11. REPORTS OF CITY COUNCIL – Councilmembers individually discussed items of interest.
Councilmember Silva requested bringing back discussion of an ordinance that would require sellers to inform home buyers of school enrollment numbers. Councilmember Wylie seconded the motion. Approved 4-2 (Carli, Ritchie Noes).
