RESOLUTION APPROVING A SECOND AMENDMENT TO DISPOSITION, DEVELOPMENT, AND LOAN AGREEMENT BETWEEN THE CITY OF VACAVILLE AND SOLANO-NAPA HABITAT FOR HUMANITY TO INCREASE THE LOAN AMOUNT TO $540,500 BY ADDING 2019 PERMANENT LOCAL HOUSING ALLOCATION FUNDS IN THE AMOUNT OF $240,500 FOR THE DEVELOPMENT OF AFFORDABLE HOMEOWNERSHIP HOUSING ON CITY-OWNED PROPERTY ON SCOGGINS COURT AND EAST MONTE VISTA AVENUE (APNS 0129-310-230/240/250/260/360/370/400) AND APPROVING AN EXPENDITURE ADJUSTMENT TO THE 2023-24 FISCAL YEAR OPERATING BUDGET IN THE AMOUNT OF $240,500
