AND PUBLIC FINANCING AUTHORITY
OF THE CITY OF VACAVILLE
January 23, 2024
1. ROLL CALL
The Mayor called the regular meeting of the City Council to order at 6 p.m. in the Vacaville Council Chamber located at 650 Merchant Street.

2. MOMENT OF SILENCE followed by the PLEDGE OF ALLEGIANCE A moment of silence was observed, and Councilmember Stockton led the Pledge of Allegiance.
3. APPROVAL OF AGENDA
On a motion by Councilmember Silva, seconded by Councilmember Wylie, the Council unanimously approved the agenda of the regular meeting as written.
4. APPROVAL OF MINUTES
On a motion by Vice Mayor Ritchie, seconded by Councilmember Silva, the Council unanimously approved the regular minutes of January 9, 2024, and the special meeting of January 10, 2024, as written.
5. CONSENT CALENDAR - On a motion by Councilmember Silva, seconded by Vice Mayor Ritchie, the Council unanimously approved all the items on the Consent Calendar.
A. Approved Resolution No. 2024–008; RESOLUTION APPROVING A FINAL MAP TO CREATE A 72-UNIT SINGLE FAMILY SUBDIVISION FOR ROBERTS’ RANCH VILLAGE L Action: Approve Resolution No. 2024-008

B. Approved; APPROVAL OF ACCOUNTS PAYABLE AND PAYROLL PAYMENT OF CLAIMS FOR THE WEEKS ENDING JANUARY 5, 2024, JANUARY 12, 2024, AND JANUARY 19, 2024

8. BUSINESS –
A. RESOLUTION APPROVING A SECOND AMENDMENT TO DISPOSITION, DEVELOPMENT,
AND LOAN AGREEMENT BETWEEN THE CITY OF VACAVILLE AND SOLANO-NAPA HABITAT FOR HUMANITY TO INCREASE THE LOAN AMOUNT TO $540,500 BY ADDING 2019 PERMANENT LOCAL HOUSING ALLOCATION FUNDS IN THE AMOUNT OF $240,500 FOR THE DEVELOPMENT OF AFFORDABLE HOMEOWNERSHIP HOUSING ON
CITY-OWNED PROPERTY ON SCOGGINS COURT AND EAST MONTE VISTA AVENUE (APNS 0129-310- 230/240/250/260/360/370/400) AND APPROVING AN EXPENDITURE ADJUSTMENT TO THE 2023-24 FISCAL YEAR OPERATING BUDGET

B. VACAVILLE POLICE DEPARTMENT YOUTH SERVICES SECTION UPDATE
PRESENTATION
9. REPORTS OF CITY MANAGER – The City Manager reported that the application period for commission interest had closed and that the Council would make appointments at the February 27 Council meeting.
10. REPORTS OF CITY COUNCIL – Councilmembers individually reported on items of interest.
The Mayor noted that Solano County Water Agency had renewed the 25-year Solano Project – Water Service and Operation, Maintenance, and Rehabilitation (OM&R) Agreements between the United States and Solano County Water Agency which benefits Vacaville, Fairfield, Vallejo, Suisun City, Benicia, Solano Irrigation District, Maine Prairie Water District, UC Davis, CSP Solano, and Travis AFB.
