1. The Mayor called the special meeting of the City Council to order at 5 p.m. at the Vacaville City Council Chamber located at 650 Merchant Street.

4. ADJOURN – The Council recessed to regular session at 6:00 p.m. and returned to Closed Session at 11:11 p.m. The special meeting was adjourned at 11:48 p.m.
