1. The Mayor called the special meeting of the City Council to order at 5:00 p.m. at the Vacaville City Council Chamber located at 650 Merchant Street.

Councilmember Greg Ritchie, District 2

2. PUBLIC COMMENT - In accordance with Govt. Code §54956, public comment is limited to business listed on the agenda. No Comments were received.
