MINUTES OF THE SPECIAL MEETING
OF THE VACAVILLE CITY COUNCIL
October 2, 2025
1. The Mayor called the special meeting of the City Council to order at 4:00 p.m. at the Vacaville City Council Chamber located at 650 Merchant Street.

Councilmember Greg Ritchie, District 2 (arrived at 5:04 p.m.) Councilmember Michael Silva, District 3

Councilmember Jeanette Wylie, District 6
Absent: None
Pursuant to Government Code Section 54953, Subdivision (b), Councilmember Fremouw participated via teleconference.
