Please describe your interest in privacy
and civil rights issues.

I have been an active participant in civil rights issues all of my life. As a member of the LGBT community, I actively support the Vallejo Gay Network, and the Solano County Pride Center. My husband and I host several events each year at our home in support of both groups. I also formed an antiracist book club comprised of Vallejo residents where we read books and discuss issues related to racism, discrimination and other areas of interest.

I have been in the computer security industry for most of my career. I formed the DC404 security club in Atlanta in 2003 and started a computer security research group called Kaos.Theory - we focused on digital privacy protection and released several projects receiving national attention. I have been invited to speak at regional and national conferences - speaking several times at DEFON, the largest computer security conference in the world, and at ShmooCon, a conference known for highlighting some of the most advanced research in the industry.

Please describe any work experience
you hay have in civic participation
and/or political advocacy.

My day job has not directly interfaced with civic participation or political organization. I have worked locally to advocate for candidates as well as advance LGBT issues within Vallejo.

No
Are you an employee, have a financial

whatsoever in any individual or entity
that may profit by decisions made by
the Surveillance Advisory Board?
No
Why are you interested in serving on
this Board?
I have a lot of knowledge and experience in what this Board will handle, I think I can contribute meaningfully because I understand technically how these tools work and in some cases have hands on experience with surveillance technology (ex. having worked with cell phone surveillance devices). I also care a lot about how these technologies can be utilized to help make our community safer while also protecting our citizen's civil liberties.

What do you want to accomplish on this
Board?
I would like to help spread knowledge about how these systems work, how they can be effective at reducing crime and making our understaffed police more effective while also respecting the privacy of people that live in and visit Vallejo.

What are the key issues regarding
surveillance technology facing the City?
- Video surveillance is becoming ubiquitous, and with the advancement of technology it's now possible for individuals and small communities to deploy facial and license plate recognition as well as other technologies in their area; often without involving local governments. This has already been used in other areas to profile people and to discriminate against minority groups. It's important that Vallejo becomes aware of how this adoption is occurring here and works to support responsible use of these systems while also enabling effective cooperation with our police to increase our efficiency.
- A lack of trust in our police force combined with the desire to use technology to increase our force's efficiency is creating tension - we need to not only evaluate how we adopt new technology but also make sure we communicate externally and help people understand what oversight is in place and what benefits new programs will bring to our people. Historically our city has faltered in this part of the rollout of new programs.

What skills/knowledge/experience do
you bring to this Board?
Deep technical knowledge - a career in technology that spans nearly 30 years and includes work in Machine Learning, facial recognition, hardware development and analysis, software architecture and development of large data systems, and the building and running of large teams and organizations.

Additionally my personal advocacy for effective privacy and my continuous personal and professional expertise in computer security of over 25 years.

Please describe your interest in privacy

I'm interested in a fair and balanced understanding and implementation of developing surveillance and information processing and gathering technologies. While these tools may be immensely powerful tools for Law Enforcement, they are tools that are readily abused and whos use will present new and ongoing challenges that must be addressed by frequent review as technologies and uses rapidly evolve. As a heavy user of the internet, for both personal and business use, I've become aware of how insidious and invasive tracking and data collection can be. Just as the State has imposed privacy pretections on internet vendors and service providers, we need to be sure to afford the same degree of protection to real world data collection.

What are the key issues regarding
surveillance technology facing the City?
As an outsider, I sense a somewhat "patchwork" approach. I believe we need a more clearly stated and overarching "master plan" with clearly stated goals and objectives for each acquisition, as well as a through analysis, supported by case studies, of its in other jurisdictions as well as a means of integrating it properly into the PD information systems, while maintaining apropraite privacy protectios,

As one of the co-chairs of the ACLU Solano County Chapter, civil liberties and civil rights are of paramount importance to me. We were one of the driving organizations in pushing for the creation of this board.

Please describe any work experience

I was part of the start-up of the Solano County ACLU chapter, which is advocating for civil liberties across the county.

I have a background in public policy with an MPA from Harvard, and as an Economics Professor teach through a lens of civic engagement and analysis of public issues. I served with Peace Corps and currently facilitate leadership development programs for military veterans and national service alums who are exploring getting involved in politics.

Why are you interested in serving on
this Board?
The ACLU was part of the group that advocated for the formation of this board. As a co-chair of our local chapter, I want to make sure that the board is fully supported and effective and that we can bring in subject-matter experts who can advise on these complex issues and ensure full transparency in how technology is used in our City.

What do you want to accomplish on this
Board?
As I mentioned above, I want to make sure that the board is effective, particularly at bringing in subject-matter experts who can help advise on these incredibly complex topics and disseminate unbiased information to the board, community, and Council.

What are the key issues regarding
surveillance technology facing the City?
First, a lack of transparency. When the technologies are purchased, Council and the public do not have enough information on what they entail.

We are also left in the dark as to how these technologies are used, who has access to the data, and where it is stored. When we purchase and use surveillance technologies, we need to be evaluating both whether they can be used in a way that doesn’t violate people’s civil liberties, as well as whether they will be cost-effective at achieving their stated mission. If we are going to invest in expensive technologies, we need to be sure they are actually going to work and that those who use them are not able to abuse the access to the information.

What skills/knowledge/experience do
you bring to this Board?
I have a public policy background and teach economics, so I am used to distilling key points from complex issues and making recommendations based on the trade-offs involved. I am also connected to the ACLU and have knowledge of the process that went into the creation of this board and its purpose and goals as they were originally designed.

Please describe your interest in privacy

Privacy is a very emotional subject for both individuals and communities.

Where you draw the line between personal rights and civil rights can be a constantly moving target. Having as many facts and opinions is the best way to map out the nuances and create a balance for those involved.

Understanding the technology behind all the devices that can be used for surveillance, along with the limitations and capabilities is important. This is a time when your every movement can be watched and caught. And how that information is used or disseminated adds to the quagmire between personal and civil rights.

Please describe any work experience

I retired from the San Francisco Police Department after 32 years. I have been a Committee Chairperson for the Cub Scouts and Boy Scouts. We participated in numerous civic projects. I am a member of the Eagle Scout Board of Review. I am presently the Captain of the Solano County Sheriff Search & Rescue Team. I am on the UAV team of the County Office of Emergency Services.

Why are you interested in serving on
this Board?
Being able to help understand the concerns of personal rights and the needs of civil rights and convey that information to the public is very important for our society to move forward.

What do you want to accomplish on this
Board?
I want to learn about the different surveillance technologies and how they are used in both personal settings and government agencies. I want to learn about the public's concerns and expectations about using these technologies. I want to know what the government needs are for the different types of surveillance technology. Helping the public understand the balance between the needs of government surveillance and how we use it while protecting their privacy concerns will help ease some of the tensions they experience.

What are the key issues regarding
surveillance technology facing the City?
With the combination of crime in the city and the lack of resources for certain city agencies, having an extra set of "eyes" would help mitigate some of these problems. Surveillance is valuable for law enforcement and different city agencies such as land management, health and safety, fire, transportation management, mapping, building and utility maintenance, to name a few.

What skills/knowledge/experience do
you bring to this Board?
My years of experience with the police department as an Inspector/Sgt in dealing with the public and investigations. I have been a UAV pilot with the Search & Rescue. I have used daylight as well as FLIR cameras. I have assisted in hostage and barricaded subject and escaped prisoner situations, acting as the overhead watch.
