What do you want to accomplish on this
Board?
I want this board to work as a team and plan to support the mandate of the board in giving citizens of Vallejo confidence that any surveillance technology used by the city is necessary, that controls are in place to prevent its misuse, and that this board exercises independent and fair oversight of its use.

I believe we need as much transparency between law enforcement and the public. This does not be subjective objections for or against technology; rather, that it is used appropriately.
Please describe any work experience
you hay have in civic participation
and/or political advocacy.
I have most recently participated in the Beautification Commissionjere in Vallejo. However, I also take pride being able to take dozens of kids each year to D.C. to teach them how are government should and does work.
Finally, with my education field being history, I know the values of civi pride and importance in equality.

I believe I am able to remain objective on the issue at hand, and would show no partiality one way or another. I welcome technology with the caveat it is used properly and transparently.
What do you want to accomplish on this
Board?
To allow law enforcement the ability to perform as efficiently as possible while ensuring the public and the public right are not infringed upon.
What are the key issues regarding

The history of VPD has made many people and groups within Vallejo skeptical of them using it within the terms and bounds that state they will.
What skills/knowledge/experience do
you bring to this Board?
I have a knowledgeable background in history, receiving my BA from SJSU in 2008. I also have In-Laws that have since retired, but were in law enforcement for decades, so I have been interested in following procedures. Please describe your interest in privacy
and civil rights issues.
I earned a minor in human rights when I completed my bachelor's degree at the University of Southern California (USC) and won a university-wide award at graduation for my independent human rights research regarding exploitative media. I have also joined immigration reform groups and legal arms to advocate for humane treatment and civil rights for migrants. I am passionate about civil rights and as a data scientist by training and data engineer by occupation, I strive to protect privacy and evaluate the morality of data usage at all times.
Please describe any work experience
you hay have in civic participation
and/or political advocacy.
As an undergraduate at USC I was twice elected as one of 12 senators serving 18,000 students and overseeing a yearly multimillion dollar budget.
During that time I successfully led efforts for supporting underrepresented students and allocating resources for marginalized communities. For example, I helped establish a food pantry for students enduring food insecurity and organized teach-ins regarding issues throughout the university. I also created the first resource guide for undocumented students and distributed it through the student government website.

this Board?
I am interested in serving on this board because my expertise combines civil rights and data usage and I am passionate about protecting the privacy rights of Vallejoans. I am uniquely qualified to serve and if appointed will keep moral ethics at the forefront of all surveillance-related conversations.
What do you want to accomplish on this
Board?
I want to ensure that our city does not violate the privacy rights of our community, intentionally or otherwise.
What are the key issues regarding
surveillance technology facing the City?
Surveillance technology is extremely controversial generally, but Vallejo Police's use of surveillance technology can very easily cross the line into violating privacy protections. The use of facial recognition, license plate tracking, drone video surveillance are all key issues that I would like to advise on. As a data scientist I know and can inform the city about how different technologies are evolving or biased based on latest research.
Moreover, I and others are concerned about heightening police bias through the use of certain underdeveloped technologies such as facial recognition which have been scientifically proven to be racially biased in many cases.
What skills/knowledge/experience do
you bring to this Board?
I have a bachelor's degree from USC in mathematics with a minor in human rights and a master's degree in mathematics in UC Davis. I have published in a scientific journal my own research in data science and still work on developing new techniques with a statistics professor at UC Davis.
Moreover, I am acutely aware of the data ethics regarding surveillance due to my community involvement as well as my profession as a data analytics engineer for an insurance corporation. This experience will inform my advice and I hope to bring it to this Board.

As a scientist I've always been interested in in the use of new technologies in advancing our understanding of the world and universe we live in and their impact on our lives
Now more than ever before we have sophisticated technologies that provide tools that were unthinkable little only a few short years ago:
Powerful yet fully portable computers that rival the room-sized computers of the past; phones that immediately connect us by voice and video to people, places and database almost anywhere we find ourselves on the planet; Internet search engines that access unlimited amounts of data and information, and now robotics, AI and other technologies that have become deeply rooted into the daily activites of millions of people's lives in ways that can be incredibly beneficial and positive way.
Hand in hand with these seemingly miraculous advancements, however, come powers of surveillance and the collection, analysis and use of terabytes of personal data. Herein lies the rub: as with any technological advancement there are posibilities that they can be use in ways antithetical to the uses for which they were originally intended. These uses may have the potential of compromising or even challenging citizens’ basic civil and legal rights.
The City of Vallejo has taken a bold first step in formalizing a process and council to think about both the benefits and potential concerns that technology brings. The Surveillance Advisory Council can be an important and necessary part of the technology implementation process.

In the early 1980s, and while a student at Duke University, I was an organizer of North Carolina’s and one of the nation’s first, March for Gay Rights. The civil, public safety, legal, and administrative barriers we were required to overcome, not to mention the universal distaste for anything that upset traditional values, was immensely educational. It provided me with a strong and steady foundation of the importance of defending civil liberties and tolerance not just for LGBTQ folk but for all peoples.
Although not directly involved in a formal way since college, I am or have been a member, supporter or follower of organizations that are involved in a variety of civic and political activities:

Why are you interested in serving on
this Board?
The City of Vallejo has taken a bold step in thinking about both the benefits and potential concerns that surveillance technology brings. The Surveillance Advisory Council can be an important and necessary part of the technology evaluation, implementation and impact analysis of these varied technologies.
I believe my background and interests along with others who bring their own strengths, could be helpful to City Hall, our itizens and our city as this technology is implemented.
What do you want to accomplish on this
Board?
Technology brings enormous benfits and capabilities to City Hall which will have direct impact on the citizens of Vallejo. Members of the Surveillance Advisory Board can be part of the process of evaluation, implementation and oversight that can assist City Hall in making decisions that will balance the benefits versus the potential downsides of this technology to both The City and its citizens.
What are the key issues regarding
surveillance technology facing the City?
UNDERSTANDING, TRUST AND TRANSPARENCY. The 21st Century brings city managers and law enforcement unimaginable powers, both overt and covert: terabytes of statistically significant data, sophisticated data analysis and modeling applications allowing managers and administrators to mitigate or eliminate the wide range of challenges that may confront the city.
However, with such power comes the potential for misuse, either unintended or intended.
UNDERSTANDING. Without fully understanding what the city will implement, how it will be implemented, how and what it is designed to do, citizens may be quite wary of accepting increasing surveillance. Especially in these times, many of our citizens are on high alert about losing their liberties, eg. the continuing resistance to masking, vaccination, gun control etc., and they may be quite fearful of what they may perceive as the “1984 Surveillance State” coming to Vallejo. The genesis of much of this resistance may come from a poor understanding of general technology and specifically leading-edge surveillance technology.
TRUST. Citizens of the 21st Century are required to process more information in one day than people living 500 years ago processed in their entire lifetimes with brains that have changed little in the interim. They are bombarded with so much information they are not sure whose spin on the world they should trust.
Sadly, in order to triage information that seems frivolous or directly applicable, many citizens may migrate to information sources that support and reinforce their own beliefs or opinions. They simply don’t have sufficient time to take a more nuanced and open-minded opinion. As an example, the challenge 21st Century science faces is helping laypeople understand that research science isn’t a straight line. It can involve multiple steps forward and back as they approach a solution to a vexing problem.
This is not a result of a fickle behavior (routinely identified as “flip flopping”) but is the result of experimental outcomes that indicate changes in approach. Again, this has clearly been the case during the Covid pandemic with masking and even with vaccination. Each time the CDC changes its messaging because it has gained a better understanding of Covid, the more laypersons lose their trust in the CDC's messaging.
This seeming “flip flopping” is standard operating procedure in most fields of endeavor but can be perceived as fickleness or pandering depending on the situation at hand.
If citizens are directly and clearly involved in understanding why and what type of technology the city is planning to use, what benefits are expected, what aspects of city life will be impacted and how, how it will improve the overall quality of life in the city and finally, and most importantly, how it will be overseen, monitored and regulated by the city. Ensuring that citizens are provided answers to these issues and others can help significantly in developing trust among citizens.
TRANSPARENCY. As additional surveillance technology is implemented in Vallejo it will critically be important for the city to maintain an on-going discussion to ensure transparency with respect to
System performance
Benefits
Oversight
Misuse
This level of transparency will help alleviate many concerns over perceived threats that can be assumed will be held.
What skills/knowledge/experience do
you bring to this Board?
Hopefully I’ve provided sufficient details above but to re-cap:
My training and professional career have ensured that my understanding of a variety of leading-edge technologies is within my knowledge base along with a demonstrated skill set in marketing, messaging, advertising, and promotion in the Biotechnology business sector.
My awareness of Civil Liberties has been honed on early participation in LGBTQ issues and protests.

I would like the opportunity to directly serve my community. I think my work experience allows me to have a certain insight most citizens do not. I believe the privacy of an individual is important, but also understand the value in what Vallejo PD is trying to do. This advisory board is a way for our City to provide an extra layer of transparency in our municipal government and open a line of communication directly with the community. My work experience as a paralegal, has led me to work for criminal defense attorneys and also for municipalities and their police departments. I have a better understanding of how agencies work and would like to lend my services to bridge the disconnect that citizens feel within City. Being a resident and working for a government allows me to understand both sides.

I have worked for two municipalities within the Bay Area, as a paralegal for a City Attorney's office for the last 6 years. I've worked closely with different departments within the municipality, including police. I've aided Attorneys in defending the City against lawsuits and helped assist them in advisory matters. Prior to working in government, I worked for four years with private criminal defense attorneys who have represented citizens who have felt they have been wrongfully charged with a crime. This experience working in public service has allowed me to see things from multiple perspectives, at times serving as a liaison with police agencies and advocating for citizen requests and needs.

Why are you interested in serving on
this Board?
I've always wanted to serve my community, I just didn't find something I found truly passionate about. I think any community can benefit from technology. I wanted to find a way to use my experience to aide my community and be a soundboard of reason. I have no desire to be a politician or an elected official. In this day and age, I think there is a deep disconnect between the citizens and the police. I understand why people can be so anti-police, but also understand why we also can't be. People can be driven to a level where their emotions can cloud their judgment.
When given the opportunity to provide input as a resident of Vallejo for over 25 years and to provide insight on how a municipality runs, I think I could really make an impact.
What do you want to accomplish on this
Board?
I would like to really be able to utilize this advisory board to provide true and honest feedback that can be a value to the community as a whole. I grew up in Vallejo, my parents owned a small mom and pop shop for 25 years in an area that was not considered a good area. I've been held at gunpoint, robbed, and have seen many illegal activities. If we had some of the technologies that are being proposed now, we would've been able to catch the man that had robbed and groped me. Or been able to catch the culprits from the countless hit and runs I've witnessed. I also understand the hesitation the Citizens may have to new technology and the invasion of privacy concerns. I think these tools can be useful, for a City whose crime rates are very high and for a City who can't retain enough officers to provide an effective level of service to deal with these crimes. If technology is used with reason and logic, I think it can be an invaluable asset to the City and its citizens. I want to feel safe going to store as a young woman and would feel a lot better if my mom went to Safeway, without having to worry about escorting her because she could get carjacked or robbed in broad daylight. I want to be able to ask those hard questions, to point out a viewpoint that most may not see as a citizen or as a municipality.
What are the key issues regarding
surveillance technology facing the City?
Balancing the privacy interest of local citizens and making efficient use of police resources. Filling gaps where there is a need for a police presence, that personnel cannot physically provide. And providing a level of transparency to the public about their use and practices of said technology.
What skills/knowledge/experience do
you bring to this Board?
I think any organization can utilize and benefit from new technology, as long as it's done with reason. I have worked with some of the technology that's being proposed for other City's and have a basic understanding of them, have some legal background, I'm a long time resident of Vallejo, I'm also under the age of 35, tech savvy and diverse.

Civil and privacy rights interest me because understanding their issues could assist make efficient policies that residents of Vallejo can openly adopt.
Certain civil rights violations make the relationship between the police, residents, administrators, and community advocates tense.
The use of surveillance technologies is an area where civil and privacy rights should always be considered. Increasing transparency with the public surrounding these issues are of interest to me.
