April 2022- Provide public notice at least 10 days prior to each community input meeting and “advertise” community meetings in city publications and social media platforms, etc.

April- Early May 2022 – Staff will hold professionally facilitated community input meetings in each Council District. There will be a total of 6 approximately 2-hour in-person meetings where we will go to each of the Council Districts to meet with the community, present the matrix, listen to and take notes on all input. The “ground rules” for the community meetings will make clear that the public may comment not only on the items on the matrix, but any additional items and ideas that the public may have on the general topic. Translation and sign language services will be provided. A scribe will be assigned to take notes on all comments from the public. Notes will later be posted to the website.

April Meeting – Staff to present the matrix and receive input from the Chief’s Advisory Board.

May 2022- Hold City Council workshop for additional community and council input and direction relating to the preferred draft model components.

May 2022- Prepare draft oversight ordinance.

May 2022- Hold City Council meeting on the draft model.

June 2022- Formal Meet and confer with bargaining unit, as applicable.

June-July- 2022- Hold City Council meeting for formal adoption of ordinance.

Next Steps
Staff is working to schedule the community meetings which, at this time, are anticipated to occur on weekday evenings in April at various locations, 1 in each Council District. The exact dates and times of the meetings are not yet scheduled and are dependent on the availability of facilities, translation and sign language services. As mentioned above notice of each meeting will be provided no less than 10 days in advance of each meeting.

FISCAL IMPACT
Costs to hold the community meetings, including the cost of the facilitator, translation services, and any facility costs are being investigated at this time. If necessary to obtain funding outside of normal operational budgets, staff will return to the City Council for a budget amendment.

ENVIRONMENTAL REVIEW
This action is exempt from the California Environmental Quality Act (CEQA) because it is not a project which has a potential for resulting in either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, pursuant to CEQA Guideline section 15378.
