COMMUNITY DEVELOPMENT (HCD) ON RECENT HOUSING LEGISLATION

A. PRESENTATION TO THE JOINT MEETING OF THE CITY COUNCIL AND
THE PLANNING COMMISSION ON THE UPDATE OF THE HOUSING AND
SAFETY ELEMENTS AND THE ADDITION OF THE ENVIRONMENTAL
JUSTICE ELEMENT TO THE GENERAL PLAN
Recommendation: Receive a presentation from the City’s consultant, PlaceWorks, on the update of the Housing and Safety elements and the addition of the new Environmental Justice element of the General Plan. Hear from the public and provide input to the consultant and staff.

Amy Sinsheimer and Eli Krispi (Placeworks) provided an overview of the Housing Element, which included Regional Housing Needs Allocation, State Housing Laws, and Public Outreach, presented an overview of the Housing Strategy and Safety element, including the addition of the new Environmental Justice element, and concluded the presentation by outlining the project schedule.
There was a short recess during the presentation at 6:28 p.m. due to technical difficulties. The meeting resumed with the remainder of the presentation at 6:35 p.m.
Staff and the Consultants responded to questions from Councilmembers and Planning Commissioners.
Speakers: Liat Meitzenheimer, Tara Beasley-Stansberry, Cristal Little, Anne Carr, and Ken Szutu.
Another question and answer period followed. Councilmembers and Planning Commissioners provided comment.

The meeting adjourned at 7:59 p.m.
