1. CALL TO ORDER
The meeting was called to order at 6:02 p.m.
2. ROLL CALL
Present: Mayor McConnell, Vice Mayor Verder-Aliga, Councilmembers Arriola, Brown (arrived at 6:06 p.m.), Dew, Loera-Diaz, and Miessner
Absent: None
Staff present: City Manager Malone, Chief Assistant City Attorney Risner and City Clerk Abrahamson

4. ACTION CALENDAR
A. WORKSHOP ON DRAFT NEW TITLE 18 OF THE VALLEJO MUNICIPAL
CODE - POLICE ACCOUNTABILITY
Recommendation: Conduct a workshop on the proposed Title 18 of the Vallejo Municipal Code - Police Accountability. If, after conducting the workshop, the City Council is satisfied with the ordinance as written, proceed to introduction of the ordinance.

Chief Assistant City Attorney Risner reviewed the three components of the Ordinance and revisions as requested by Council at its December 6 special meeting, including additional suggested edits proposed by Common Ground.
Staff responded to questions from Councilmembers.
Speakers: Renee Syke and Ian P (Common Ground), Emmy, Andrea Sorce, Mustafa Abdul-Ghanee, Melissa Swift, Robert Schussel, Gladys Castillo, Kerby Lynch, Dave Haldane, Sarah Creighton-Kirley (Common Ground), Brandon Greene, Michelle, Anne Carr, and an unidentified member of the public.
Chief Assistant City Attorney Risner addressed comments and responded to questions raised by the speakers.

The meeting recessed at 8:13 p.m. and reconvened at 8:25 p.m.
Additional comments were made by Councilmembers and further suggested revisions.
B. INTRODUCTION OF AN ORDINANCE ENACTING TITLE 18 OF THE
VALLEJO MUNICIPAL CODE -- POLICE OVERSIGHT AND
ACCOUNTABILITY
Recommendation: Introduce an ordinance to enact Title 18 of the Vallejo Municipal Code to be titled Police Oversight and Accountability and consider adoption at the December 20, 2022 Council meeting.

Action: None. Introduction of an Ordinance will be presented to Council at a special meeting to be held on December 15, 2022, at 1 p.m.
