1. CALL TO ORDER
The meeting was called to order at 7:01 p.m.
2. ROLL CALL
Present: Mayor McConnell, Vice Mayor Verder-Aliga, Councilmembers Arriola, Bregenzer, Loera-Diaz, Matulac, and Palmares
Absent: None
Staff present: City Manager Malone, City Attorney Nebb and City Clerk Abrahamson

A. PROJECT LABOR AGREEMENT WORKSHOP AND POSSIBLE DIRECTION
TO STAFF
Recommendation: Conduct the workshop, receive staff presentation and provide direction to staff. There is no staff report associated with this item.

Assistant City Manager Davis defined Project Labor Agreements (PLAs), outlined the legal basis for PLAs and typical negotiation and provisions, reviewed typical advantages and disadvantages of PLAs, discussed local contractors consideration and PLA policy options, and introduced Napa-Solano Building and Construction Trades Council for additional discussion.
Representatives from the Napa-Solano Building and Construction Trades discussed how PLAs work, shared the benefits for communities, taxpayers and business.
Speakers: Miranda B., Alicia M., Matthew E., Troy N., Donald O., Anthony V., Timothy J., Jeremy P., Glenn L., Edna P., Jesse E., Karen S., Tim Frank, and Doug LeMoine.
Staff and representatives from Napa-Solano Building and Construction Trades responded to questions from Councilmembers. Councilmembers provided comment and direction to staff to include returning to Council with a PLA for further discussion and consideration.
