SPECIAL MEETING MINUTES

1. CALL TO ORDER & WELCOME BY THE MAYOR
The meeting was called to order at 8:44 a.m.
2. ROLL CALL
Present: Mayor McConnell, Vice Mayor Verder-Aliga, Councilmembers Arriola, Bregenzer, Loera-Diaz, Matulac, and Palmares
Absent: None
Staff present: City Manager Malone, City Attorney Nebb and Assistant City Managers Davis and Hayes
3. PUBLIC COMMENT REGARDING COUNCIL GOAL SETTING
Speakers: Brian Farrell, Liat Meitzenheimer, Stephen Hallett, Pippin Dew (WETA), Lauren M., Ryan E., Shawna Gilroy (Vallejo Chamber of Commerce), Anne Carr, Alexander Matias, Nestor Aliga, and an unidentified member of the public.
4. AGENDA REVIEW
Facilitators Christine Butterfield & Magda Gonzalez (Baker Tilly) reviewed workshop agenda and ground rules. Following agenda review, an Ice-Breaker exercise was conducted which entailed Councilmembers sharing ideas of what they’d like to see as headlines in the media for Vallejo in 1 year and 5 years into the future.
A discussion and review of themes from Councilmember interviews with the facilitators leading up to Goal Setting followed. The facilitators reviewed the Council-Manager form of government and the roles of council/City Manager &City Attorney/staff. A discussion followed on the behaviors of high performing teams and building trust and ways to improve meetings in the future, including what is needed to be successful (Council needs amongst each other; Council needs from the City Manager; City Manger’s needs from the Council).
The meeting recessed at 11:53 a.m. and reconvened at 2:34 p.m.
5. COUNCIL GOAL SETTING DISCUSSION
The facilitators led Council through a discussion on community meetings, best practices and ways to hold better and more effective community meetings and events while being careful to respect Brown Act and other applicable regulations.
City Manager Malone, with the assistance of Assistant City Managers Davis and Hayes and City Attorney Nebb, presented a review of Citywide FY 22-23 accomplishments.

Facilitators worked with Councilmembers to review prior year goals, redefine, and produce goals for the coming fiscal year.
