SUBJECT: Consideration of New City America Contracting with the Downtown Vallejo CCRC for the Renewal of the Downtown Vallejo CBD
Dear Rita:

Thank you for setting up the series of calls with your Board, Executive Committee and City officials over the past 4 months in discussing your renewal of the Downtown Vallejo PBID.

Please note that New City America has great experience in forming and managing districts throughout the state.
•We just successfully completed our latest district formation, this time in Oakland’s Historic Chinatown District;
•We formed 5 new districts in the height of the pandemic over the past year; •We have formed over 25 districts in the Bay Area 4 districts in the Central/Imperial Valley;
•We currently manage 6 BIDs/Community Benefit Districts throughout the state; •We are a family owned business and Downtown Vallejo property owners would deal with me directly, as the founder of the company. The company currently has 13 employees.
•We are a company that understand formation and management and our Management District Plans are based upon our knowledge of the cost and scope 2 of special benefit services. We are one of the only companies that has such knowledge;
•Our key managed district is the Little Italy neighborhood in Downtown San Diego.

Little Italy did not lose one restaurant during COVID and is now on a course to exceed revenues generated in 2019. The Little Italy Association has historically leveraged its 1.2 million dollar assessments with over 3 to 1 match of non- assessment district revenues with other revenue sources; •We are the only company statewide who successfully convinces Charter cities to use their charter city authority to create superior assessment district ordinances that are more user friendly and have a longer term for benefitting property owners.
•We are also the only company nationwide which prioritizes public space development, financing and management, which are key to walkable, attractive districts throughout the country today.

In summary, we believe that New City America will have the ability to work with Downtown Vallejo property owners to create a better capitalized and entrepreneurial district management corporation.

We look forward to commencing work at the beginning of April and hope to complete our renewal work, including getting the City to endorse the existing Vallejo Community Benefit District ordinance, within the investigation period. Please get back to me should you, or the Committee members have any further questions.

Sincerely,
Marco Li Mandri
