City of Vallejo
Public Works Street & Pothole Repair Implementation
Update – PB Cycle 4, 5, and 6
City of Vallejo Participatory Budgeting Steering
Committee Meeting

Pavement Management Program
• The City’s Pavement Management Program has many components:
– The City works with the Metropolitan Transportation Commission (MTC) Streetsaver Program to catalog all of our streets in a database, survey the condition of the streets every three years, and perform a maintenance and budget analysis to guide future maintenance and capital improvement efforts. This is typically funded under MTC’s Pavement Technical Assistance Program (P-TAP)
– Regular on-demand street maintenance includes filling pot-holes, crack-sealing, restriping streets, and sign cleaning and replacements
– Capital Improvement Program (CIP) schedules streets for higher level treatments including slurry or chip seals, overlays, dig-out repairs to address base failures, and full street rehabilitations. CIP projects are both implemented in-house with City Public Works Maintenance Staff forces and contracted out by Public Works Engineering.
State of the City’s Roadways
• Vallejo has ~330 centerline miles of roads
• 62.5 million square feet of pavement
• The replacement value of these streets is over $1.1 billion. – Current analysis indicates that the City has $300M+ in deferred maintenance • Pavements are measured on a Pavement Condition Index (PCI) scale from 0-100 with a 100 being brand new and zero being completely failed. – Average PCI for the City’s Streets as of April 2022 is 48. • Arterial Streets are PCI 60, Collector Streets are PCI 55, and Residential Streets are PCI 44 PB 0402 Efforts – previously reported
