1. CALL TO ORDER
The meeting was called to order at 6:00 p.m.
2. ROLL CALL
Present: Mayor McConnell, Councilmembers Arriola, Matulac, Palmares, and Verder- Aliga
Absent: Vice Mayor Loera-Diaz and Councilmember Bregenzer Staff present: City Manager Malone, City Attorney Nebb and City Clerk Abrahamson
3. PLEDGE OF ALLEGIANCE
City Attorney Nebb reported Council provided direction to staff with respect to Closed Session Items 3A and 3B. No further action to report.
4. ACTION CALENDAR
A. ADOPT (1) A RESOLUTION APPROVING THE AMERICAN RESCUE PLAN
ACT GRANT AGREEMENT WITH THE COUNTY OF SOLANO,
AUTHORIZING THE CITY MANAGER TO EXECUTE SAME AND PROVIDING NOTICE OF INTENT TO AMEND THE FISCAL YEAR 2023-2024
BUDGET; AND (2) A RESOLUTION APPROVING THE FIRST AMENDMENT
TO THE HOMELESS HOUSING, ASSISTANCE, AND PREVENTION
PROGRAM ROUND 2 AND ROUND 3 FUNDING MEMORANDUM OF
UNDERSTANDING, AUTHORIZING THE CITY MANAGER TO EXECUTE
SAME, AND PROVIDING NOTICE OF INTENT TO AMEND THE FISCAL YEAR 2023-2024 BUDGET RELATING TO SAME
Recommendation:
1. Adopt a resolution approving the American Rescue Plan Act grant agreement with the County of Solano, authorizing the city manage to execute same and providing notice of intent to amend the fiscal year 2023-24 budget.
2. Assistant to the City Manager Peterson provided a summary of the budget and funding sources for the Navigation Center and funding sources for consideration, provided background information on Solano County ARPA and HHAP2 and HHAP3 amendments, and outlined the recommendation.
Staff responded to questions from Councilmembers. Councilmembers provided comment.
Action: moved by Councilmember Verder-Aliga and carried unanimously by members present to (1) adopt Resolution No. 24-013 N.C. and (2) adopt Resolution No. 24-014 N.C. (Absent: Loera-Diaz and Bregenzer)
B. ADOPT A RESOLUTION APPROVING PROJECT PLANS AND
SPECIFICATIONS FOR THE NAVIGATION CENTER PROJECT
(PROJECT NO. PW9433), AFTER FINDING THE PROJECT
STATUTORILY EXEMPT FROM THE PROVISIONS OF THE CALIFORNIA
QUALITY ACT (CEQA) PURSUANT TO PUBLIC RESOURCES CODE
SECTION 21080(b)(1) AND CEQA GUIDELINES SECTION 15268,
APPROVING AND AWARDING A CONSTRUCTION CONTRACT TO G &
G BUILDERS, INC. FOR ITS BID OF $6,996,273.00 AND A 15% CONTINGENCY OF $1,049,441.00 FOR A TOTAL CONTRACT AMOUNT OF $8,045,714.00, IN ACCORDANCE WITH THE APPROVED PLANS
AND SPECIFICATIONS AND AUTHORIZING THE CITY MANAGER TO
EXECUTE SAME
Recommendation: Adopt a Resolution approving project plans and specifications for the Navigation Center Project (Project No. PW9433), after finding the project statutorily exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21080(B)(1) and CEQA Guidelines Section 15268, approving and awarding a construction contract to G & G Builders, Inc., for its bid of $6,996,273 and a 15% construction contingency of $1,049,441 for a total contract amount of $8,045,714 and authorizing the City Manager to execute same.

Assistant City Manager Davis provided introductory comments, an overview of the project timeline and budget summary, discussed known challenges, and shared a California Construction Index,
Public Works Director Tigbao reviewed the Design Phase, bid process, and Construction Phase.
