1. CALL TO ORDER
The meeting was called to order at 6:01 p.m.

Present: Mayor McConnell, Vice Mayor Loera-Diaz, Councilmembers Arriola, Bregenzer, Matulac, Palmares, and Verder-Aliga
Absent: None
Staff present: City Manager Murray, City Attorney Nebb and City Clerk Abrahamson

A. CONDUCT WORKSHOP AND PROVIDE DIRECTION ON FISCAL YEAR 2024-25 OPERATING BUDGET AND CAPITAL IMPROVEMENT PROGRAM (CIP) FISCAL YEAR 2024-25 THROUGH 2028-29 AND DEPARTMENT
BUDGET UPDATES
Recommendation: Provide input to staff regarding any amendments to the proposed Operating budget and CIP. There is no staff report associated with this item

Finance Director provided an overview of the budget process, discussed proposed revenue and expenditure for all funds and revenue and expenditures for the General Fund, provided an economic outlook, reviewed prior year General Fund revenue and expenditure trends, shared the process strategy for balancing the General Fund and proposed expenditures, delivered a five year forecast-Fund Balance and concluded the presentation by outlining proposed FTE changes and trends.
Staff responded to questions from Councilmembers. Councilmembers provided comment.
Speakers: Brenda Plechaty, Sherianne Grimm, Kathleen Diohep, and Dalia Vidor.
The meeting recessed at 8:21 p.m. and reconvened at 8:34 p.m.

Assistant Public Works Director/City Engineer Sequeira and Water Operations Manager Cansdale provided a FY 24-25 CIP Overview, discussed the FY 24-25 Prioritization Criteria, and concluded the presentation by provided a FY 24-25 Public Works CIP and Water summary.
Staff responded to questions from Councilmembers. Councilmembers provided comment.

The meeting adjourned at 8:51 p.m.
