1. CALL TO ORDER
The meeting was called to order at 4:30 p.m.

Present: Mayor McConnell, Vice Mayor Loera-Diaz, Councilmembers Arriola, Bregenzer, Matulac (participating virtually at Dusit Thani Dubai, 133 Shekh Zayed Road Dubai, AE, Meeting Room 1, Mezzanine Level), Palmares (arrived at 4:34 p.m.), and Verder-Aliga
