BACKGROUND
On June 27, 2023, the City Council approved the Citywide Slurry Seal CIP Project (PW9745) allocating $436,301 in Gas Tax Revenue to the effort.
On February 20, 2024, the City Council authorized the Notice of Intent that amended the FY 2023-24 Capital Improvement Program (CIP) budget to appropriate $5 million of existing Measure P revenue to fund the following Pavement Management Program activities:
Slurry Seal Project Details
The selection of the streets:
• Governed by budget (slurry seal is more economical than grind & overlay) • Data-driven by their Pavement Condition Index (PCI of 55 – 70) • Staff ensured that the Project would reasonably include streets across the city to maximize the number of residents that could benefit from newly paved streets.
Slurry Seal is a treatment that allows the road to be reopened within 3-4 hours.
And has a lifecycle of 5-7 years. The Contractor will notify residents along each segment informing them when their road will be closed to traffic and reopened for access.
The scope of work includes:
• Pavement base repairs, crack sealing, and placing slurry seal over the roadway surface.
• Protecting and adjusting manholes, survey monuments, and utility covers. • Restriping each street segment
• Traffic control.

PROJECT ADVERTISEMENT AND BIDS
The Project was advertised continuously on Planet Bids for three weeks beginning July 1, 2024, and twice in the Vallejo Times Herald, in compliance with Public Contract Code Section 20164.
To ensure a successful bid, staff reviewed recent similar paving bids from six other cities and proactively contacted nine contractors to inform them of our Project.
On July 17, 2024, one (1) sealed bid was received, opened, and publicly read. Staff determined that Pavement Coatings Co. is the lowest responsive and responsible bidder pursuant to Public Contract Code.

Next Steps – deliver additional program components
City Council’s authorization of $5M of Measure P funding was intended to jump start the City’s efforts on comprehensive improvement to the City’s roadways. The Slurry Seal program was step 1 and needed full attention to implement the work before this rainy season. Next steps include:
1. Finalize Scope of Services for Planning and Engineering Services to support ongoing delivery of annual construction packages – this will be advertised late summer/early fall. First task will be development of next year’s bid package.
2. PW Engineers will develop plans, specs, and estimates for an initial ADA curb ramp project to be bid over the winter to bring curb ramps into compliance ahead of next summer’s pavement bid package.
3. Re-issue RFP for on-call striping contract.
4. Return to council with bond funding recommendations.
5. Continue the JetPatcher Contract for pothole repairs.
