IV. PUBLIC COMMENT
Thomas Judt, a representative of GVRD, spoke about what GVRD could bring to the table if GVRD were to join the 2x2 Committee. Mr. Judt recognizes the responsibility of both the city and the school district.

Stating that the city is responsible for safety, infrastructure, development of the city: residential and commercial, as well as bringing economic development to the city. And he sees that the school district has the duty to educate children, look out for them and provide for their safety. He sees unique hours between school dismissal and evening family time where GVRD could step in and provide opportunities and provide more for our city's young people. Closer collaboration between all 3 entities has the potential to be more effective if there is a GVRD representative sitting at the table.

VII. PRESENTATIONS
A. IHART
Rayvon Williamson, Program Manager of the IHART program explained that IHART responds to low- level 911 calls. The calls are non-violent, non-active crime and no weapons present. For a while, half of their calls concerning the younger population were 5150 calls. IHART went to school sites to address concerns and meet with families. IHART has been meeting with staff from the Vallejo City School District to collaborate on what they can do to support our young people. The conversations have been productive, including assemblies and off-campus activities. Over the last 5 months, IHART has been working on program development and hiring new staff. Council member Matulac added IHART came out of the necessity to alleviate some of the calls VPD were getting. Council member Matulac asked Mr. Williamson to give a 90-day update report. Mr. Williamson noted that most of their calls are welfare checks. There are mental health concerns and substance abuse. IHART doesn't provide a service per se, they show up and encounter the individual while they are in their criss.

IHART can provide food, temporary shelter, clothing. Once the individual is considered in a stable state IHART will connect them with resources for further support. There are a lot of families that are displaced. Mr. Williamson noted that this is their 80-day report. Vice President Fox asked how IHART gets contacted or how do folks get a hold of them. The calls come from 911 and dispatch will refer opr transfer the call to IHART. For the month of September, IHART has been having meet and greets on Wednesdays to introduce themselves and to introduce their role is in the community. IHART's current goal is to be impactful with the youth and with the schools in our city. Trustee Gardner asked how the staff on the IHART team were selected. Certain positions are written into their contract and Mr. Williamson explained the hiring process.
3 B. McKinney-Vento
Angela Kelley-Santos, McKinney-Vento & Foster Youth Liaison from Vallejo City Unified School District and Peter Macapugay, Wellness Program Assistant, for SCOE Foster Homeless Youth Services, gave a McKinney-Vento presentation. As soon as families are identified, they are able to enroll and start school immediately, regardless of required documents. Mrs. Kelley-Santos gave examples of who is eligible for McKinney-Vento services. To help identify students and families as McKinney- Vento questionnaires and affidavits are given out at the beginning of the school year and throughout the year. Academic Support Provides and Child Welfare and Attendance Liaisons from the Vallejo City School District meet with the students as a first line of defense. Staff do mandatory training, parent workshops are given for families who are displaced, tutoring is provided, and now Sol Trans allows students to take the bus for free. Mr. Macapugay spoke about Solano County Office of Education's role. Each district is appointed a McKinney-Vento liaison and they collaborate and the county helps support the school district with complex cases. Mrs. Kelley-Santos brought up what currently lacks but is needed is immediate housing for families to be able to stay in Vallejo that are displaced. Mrs. Kelley-Santos clarified that on the affidavit there is an option to select the option that best fits family housing situations. Councilmen Matulac brought up the school districts declining enrollment and how not every school site has a before school program but that could possibly change if GVRD could provide or support with a before school program. Gardner asked about a tracking mechanism since the numbers are not matching from last year to this year. Mrs. Kelley- Santos explained that they pull a query in Aeries. Mutaluc asked to highlight the benefits of being in the Mckinney Vento, especially immediate enrollment. Peter act is in place to eliminate those barriers and given students the education they need. Angela talked about working with the VCUSD Governing Board to update the vaccination policy for students who are idintied as McKinney-Vento.

Mel King from Fighting Back Partnership spoke about funding for the students and families in our schools to keep their homes.

VIII. DISCUSSION ITEMS - NONE
No discussion items.

IX. YOUTH COORDINATOR UPDATES
Victoria Grace-Barksdale, Youth Coordinator for the City of Vallejo, introduced the Vallejo Police Department's Prop 47, Project Home Event.

Tracey Serrano, Senior Family Navigator from Fighting Back Partnership, talked about the Youth Resource Fair at the Vallejo Waterfront on Saturday, September 28, from 10 a.m. to 2 p.m. There will be haircuts for children, a live DJ, resources, etc. This is a family-friendly event and open to all.

Victoria talked about the Maker Faire picking historical Mare Island for their annual Maker Faire event.

The event will be from October 18-20, with the student day being on October 18th. There will be STEAM/STEM activities and attendance for Vallejo residence/youth is highly encouraged.

The final event Victoria spoke about was the National League of Cities City Summit Conference geared towards youth leaders and youth councils across the United States. This year the event is in Tampa, Florida from November 12th-13th. This is a great opportunity for our youth to network, gain experience and gather resources. They are looking to bring 8 students: 2 students from Vallejo HS, 2 students from Jesse Bethel HS, 2 students from John Finney and Student Board members. Applications will be going out to school sites soon for students to apply.

Council member Matulac asked a question regarding Maker Faire and if there is a place for schools to sign up and if there is a fee. The information can be found on the Maker Faire website. 4 Trustee Gardner asked how the applications for the conference are distributed. The application is given to the school sites and the school sites manges how the information is distributed. Superintendent Aurelio asked if there were barriers around language. This year the application asks for a little more information, like if students have 504 plans, IEP, are you an ESL student? The hope is to get a bilingual chaperon for the trip this year.

M E M O R A N D U M
City Manager’s Office

DATE: October 17, 2024
TO: Vallejo City Unified School District 2 X 2 Committee FROM: Andrew Murray
CC: Gillian Haen, Veronica Nebb
SUBJECT: VCUSD’s Admin Building Title/Ownership - Building 543 @ 665 Walnut Ave.

The following is a background summary and status update of the Vallejo City Unified School District (VCUSD)’s Mare Island Admin Building conveyance:

In 2006, the Vallejo City Unified School District (VCUSD) executed the following two agreements with Lennar Mare Island (LM) for Building 543: Lease and a Purchase and Sale Agreement (P&S) under which VCUSD would take ownership of the property when certain terms were met.

These agreements were transferred from LMI to Mare Island Co (MIC) as MIC is the current owner of Building 543. Per Section 1.3 of the P&S Agreement, the closing date of the transfer is to be within 60 days following the last to occur of the following action items:

i. Issuance of the No Further Action letter (NFA)
ii. Creation of a legal parcel for the property.
iii. Completion of any application conveyance of any interest in the Property to or from the State Lands Commission or a title endorsement insuring same, and iv. Issuance of a certificate of occupancy for the building commonly known as Building 543.

The City met with VCUSD representatives several times, most recently on 2/28/2024 and 8/21/2024 to discuss the above transfer obligations. Below is the status of these items:

i. Issuance of the No Further Action letter (NFA)
Update: The site has received regulatory closure.

ii. Creation of a legal parcel for the property.

Update: VCUSD needs to make this request directly to MIC as property owner.

However, MIC has already parcelized 4 parcels on the Island, which is the maximum subdivisions that can be done without a tentative map (TM) under the subdivision law.

Any request for another legal parcel would require a new TM. Thus, this action item cannot take place until the Specific Plan and Tentative Map for the island moves forward.

iii. Completion of any application conveyance of any interest in the Property to or from the State Lands Commission or a title endorsement insuring same.

Update: VCUSD needs to make this request directly to State Lands. The request would be for State Lands to issue a Trust Termination Patent for Parcel XIV (that includes B543). It is our understanding that State Lands is working on a draft public trust termination patent that could be used to release the public trust hold on the parcel, however this must be with MIC as the current owner.

iv. Issuance of a certificate of occupancy for the building commonly known as Building 543.

Update: The City staff had explained to VCUSD staff that the property would need to be inspected for code compliance and brought up to code as needed for any occupancy.
