On March 12, 2024, the City Council unanimously adopted a resolution notifying the Solano County Board of Supervisors of the City's desire to receive law enforcement services from the Solano County Sheriff. On April 12, the City of Vallejo provided county counsel with requested data. SB 1379, which would allow the Solano County Sheriff's Office an exemption for retired annuitants to assist the City of Vallejo during its staffing crisis, has been approved by Governor Newsom in September. The county and city leadership are discussing next steps.

The City Manager has concluded a Request for Proposal (RFP) for uniformed unarmed security guards. The city’s existing security company (AX9) was selected. The City Manager's office, the City Attorney's office, and the police department are finalizing the security guard deployment strategies.

Emergency Conditions Remain:

As stated above on July 23, 2023, the City Council adopted a proclamation declaring a state of local emergency pursuant to Government Code Section 8550 et. seq. Pursuant to California Government Code Section 8630(c) the City Council is required to review the need for continuing the local emergency at least once every 60 days until the City Council terminates the local emergency. Council last reaffirmed the emergency at its October 22, 2024, meeting.

In May 2024, the Mayor and City Manager sent letters requesting assistance to Senator Dodd's office and Governor Newsom's office.

Based upon the continuing staffing conditions outlined above, staff requests that the City Council reaffirm the existence of the state of local emergency.
