1. CALL TO ORDER
The meeting was called to order at 6:03 p.m.
2. ROLL CALL
Present: Mayor McConnell, Vice Mayor Loera-Diaz, Councilmembers Arriola, Bregenzer, Matulac, Palmares, and Verder-Aliga
Absent: None
Staff present: City Manager Murray, City Attorney Nebb, City Clerk Abrahamson, and Assistant City Manager Haen

City Attorney Nebb reported no action was taken on Closed Session Items 3A and 3B.

Speakers: None.
7. CONSENT CALENDAR AND APPROVAL OF AGENDA
Action: moved by Vice Mayor Loera-Diaz and carried unanimously, unless otherwise noted, approval of the Agenda and the Consent Calendar with Mayor McConnell recusing himself from Item 7C due to a Conflict of Interest.

Recommendation: Approve minutes for the special and regular meetings of December 10 and 17, the special meeting of December 30, the adjourned regular meeting of December 30, and the special meeting of the City Council as the Governing Board of the Successor Agency to the former Vallejo Redevelopment Agency of December 17, 2024

C. ADOPT AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF VALLEJO AMENDING SECTION 16.301.01 "LAND USE REGULATIONS" OF
THE VALLEJO MUNICIPAL CODE AND THE ZONING MAP RELATED TO THE VALLEJO HOUSING ELEMENT 2023-2031
Recommendation: Adopt an ordinance of the City Council of the City of Vallejo amending Section 16.301.01 "Land Use Regulations" of the Vallejo Municipal Code and the Zoning Map related to the Vallejo Housing Element 2023-2031.

RELATING TO TOBACCO RETAIL LICENSING
Recommendation: Adopt an ordinance of the City Council of the City of Vallejo amending Ordinance No. 1875 N.C. (2d), Section 5, Exhibit A - Chapter 5.10 of the Vallejo Municipal Code relating to Tobacco Retail Licensing.

E. ADOPTION OF A RESOLUTION RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 5, 2024 DECLARING THE
RESULTS AND SUCH OTHER MATTERS AS PROVIDED BY LAW
Recommendation: Adopt a resolution reciting the fact of the General Municipal Election held on November 5, 2024 declaring the results and such other matters as provided by law.

On behalf of the City Council, Mayor Elect Sorce presented a City of Vallejo Cheeseboard and proclamation to Mayor McConnell acknowledging his years of dedication and service to the City of Vallejo.
Mayor Sorce provided comment.
On behalf of the City Council, the family of Councilmember Verder-Aliga presented a City of Vallejo Cheeseboard and proclamation to her. Councilmember Verder-Aliga provided comment.
On behalf of the City Council, the family of Vice Mayor Loera-Diaz presented a City of Vallejo Cheeseboard and proclamation to her. Vice Mayor Loera-Diaz provided comment.
On behalf of the City Council, Councilmember Palmares presented a City of Vallejo Cheeseboard and proclamation to Councilmember Arriola. Councilmember Arriola provided comment.
Members of the City Council provided comments to outgoing Mayor McConnell, Vice Mayor Loera-Diaz and Councilmembers Arriola and Verder-Aliga.
9. COMMUNITY FORUM
Speakers: Representatives from Assemblymember Wilson and Senator Cabaldon’s Office, Ruscal Cayangyang, Pastor Tony Summers, and Sheila Tennyson.
10. ADJOURNMENT
