REGULAR MEETING MINUTES
JANUARY 7, 2025
COUNCIL CHAMBERS

1. CALL TO ORDER
The meeting was called to order at 7:31 p.m.
2. ADMINISTRATION OF OATH OF OFFICE TO NEWLY ELECTED MAYOR AND
COUNCILMEMBERS
Kris Kelly administered the Oath of Office to Mayor Sorce with Mina Loera-Diaz translating in Spanish and presented her with a Certificate of Election and Oath of Office. Mayor Sorce resumed her seat at the dais and conducted the remainder of the meeting.
Mrs. Matias administered the Oath of Office to District 1 Councilmember Matias with Mr. and Mrs. Matias translating in Spanish and presented him with a Certificate of Election and Oath of Office. Councilmember Matias resumed his seat at the dais.
State Controller Cohen administered the Oath of Office to District 3 Councilmember Lediju with Mina Loera-Diaz translating in Spanish and presented her with a Certificate of Election and Oath of Office. Councilmember Lediju resumed her seat at the dais.
Former Mayor Davis administered the Oath of Office to District 6 Councilmember Gordon with Mina Loera-Diaz translating in Spanish and presented her with a Certificate of Election and Oath of Office. Councilmember Gordon resumed her seat at the dais.
3. ROLL CALL OF NEW COUNCIL
Present: Mayor Sorce, Councilmembers Bregenzer, Gordon, Lediju, Matias, Matulac, and Palmares.
Absent: None
Staff present: City Manager Murray, City Attorney Nebb, City Clerk Abrahamson, and Assistant City Manager Haen
4. PLEDGE OF ALLEGIANCE
5. REMARKS BY NEWLY ELECTED MAYOR AND COUNCILMEMBERS
Councilmembers Gordon, Lediju and Matias and Mayor Sorce expressed their gratitude and spoke of challenging issues and concerns that the City Council will be addressing in the months ahead.
6. SELECTION OF VICE MAYOR

A. ADOPTION OF A RESOLUTION ELECTING A VICE MAYOR
Recommendation: Adopt a Resolution electing a member of the City Council to serve as Vice Mayor from January 7, 2025 to January 13, 2026 Contact: Dawn G. Abrahamson, City Clerk, (707) 648-4528 [email protected]
Following a discussion regarding the process of selecting a vice mayor, Mayor Sorce requested nominations from councilmembers.
Councilmembers Matulac and Gordon nominated Councilmember Bregenzer.
Action: moved by Councilmember Matulac and carried unanimously to adopt Resolution No. 25-002 N.C., a resolution electing Councilmember Bregenzer as Vice Mayor for January 2025 to January 2026.
7. SELECTION OF COUNCIL SEATING
The Council went through the process of selecting their seating at the dais with the Vice Mayor selecting their seat first.
8. FIRST COMMUNITY FORUM
Speakers: Sergio R., Don Jordan (NAACP), Supervisor Cassandra James, Supervisor Wanda Williams, Charles Gordon, Sheila Tennyson, and an unidentified member of the public.
9. PUBLIC COMMENT REGARDING CONSENT CALENDAR ITEMS
Speakers: None.
10. CONSENT CALENDAR AND APPROVAL OF AGENDA
Action: moved by Vice Mayor Bregenzer and carried unanimously to approve the Agenda and the Consent Calendar.
11. ACTION CALENDAR – None.
12. INFORMATION CALENDAR – None.
13. CITY MANAGER’S REPORT
City Manager Murray extended appreciation to the outgoing Council and thanked them for their service and extended congratulations to the new incoming Mayor and Councilmembers.
14. CITY ATTORNEY’S REPORT
City Attorney Nebb also extended appreciation to the outgoing Council and thanked them for their service and extended congratulations to the new incoming Mayor and Councilmembers.
