1. CALL TO ORDER
The meeting was called to order at 6:05 p.m.
2. ROLL CALL
Present: Mayor Sorce, Vice Mayor Bregenzer, Councilmembers Gordon, Lediju (arrived at 6:20 p.m.), Matias, Matulac, and Palmares
Absent: None
Staff present: City Manager Murray, City Attorney Nebb, Chief Assistant City Attorney Risner, and City Clerk Abrahamson

4. ACTION CALENDAR
A. APPROVE A SETTLEMENT AGREEMENT WITH THE VALLEJO POLICE OFFICERS ASSOCIATION SETTLING PERB COMPLAINT SF-CE-2038-M
AND INTRODUCTION OF AN ORDINANCE AMENDING VALLEJO
MUNICIPAL CODE TITLE 18, POLICE OVERSIGHT AND ACCOUNTABILITY
COMMISSION (FIRST READING)
Recommendation: Staff recommends that the City Council approve the settlement agreement and conduct the First Reading of the Amended Title 18 and introduce the ordinance with a second reading and adoption to be scheduled for a subsequent meeting.

City Attorney Nebb provided introductory comments.
Chief Assistant City Attorney provided an overview of the power, duties and authority of the POAC, and outlined the proposed changes to the ordinance and concluded the presentation with the recommendation.
City Attorney Nebb provided closing comments.
The meeting recessed at 7:31 p.m. and reconvened at 7:41 p.m.

Staff responded to questions from Councilmembers. Councilmembers provided comment.
Action: moved by Vice Mayor Bregenzer and failed unanimously to approve a settlement agreement with Vallejo Police Officer Association settling PERB Complaint SF-CE-2038-M and introduction of an ordinance amending Vallejo Municipal Code Title 18, Police Oversight and Accountability Commission, first reading.
