1. CALL TO ORDER
The meeting was called to order at 10:08 a.m.
2. ROLL CALL
Present: Mayor Sorce, Vice Mayor Bregenzer, Councilmembers Gordon, Lediju, and Matias
Absent: Councilmembers Matulac and Palmares
Staff present: City Manager Murray, City Clerk Abrahamson and Finance Director Nayar

4. WORKSHOP
A. PROVIDE CITY COUNCIL WITH AN OVERVIEW OF THE FISCAL YEAR (FY) 2025-2026 BUDGET DEVELOPMENT PROCESS, BASELINE BUDGET, AND RECOMMENDED BUDGETING PRACTICE CHANGES; RECEIVE
COMMUNITY INPUT; AND RECEIVE COUNCIL DIRECTION
Recommendation: Provide City Council with an overview of the fiscal year (FY) 2025-2026 budget development process, baseline budget, and recommended budgeting practices; receive community input; and receive Council direction.

Mayor Sorce provided opening comments and outlined the schedule for the budget workshop.
Finance Director Nayar provided a focus overview of the General Fund, discussed the purpose of the Community Budget Workshop, provided an overview of different budgeting approaches and the FY 2025-26 budget development process enhancements, reviewed the FY 2025-2026 Baseline Budget Development and Description, and outlined staff recommendations for changes to current budgeting practices
Staff responded to questions from Councilmembers throughout the presentation.
The meeting recessed at 12:04 p.m. and reconvened at 12:20 p.m.

Finance Director Nayar concluded the presentation by presenting the results of the Community Survey.
Staff responded to questions from Councilmembers. Councilmembers provided comment.
At 12:30 p.m., the meeting recessed to form break-out working groups comprised of members of the public to work on providing responses to the following:
Questions/Information we want
Things to Prioritize or Deprioritize
Need as part of the process
Comments on what was presented
Anything that was missing
The meeting reconvened at 1:21 p.m. and a spokesperson from each break-out group provided a report on the list of items that created.
Speakers: Thomas Judt, Liat Meitzenheimer, Tony Stewart (representing Solano County Supervisor James’ Office), Andrew, and an unidentified member of the public.
Councilmembers provided comment and direction to staff including a number of requests for further information and items to be considered as part of this year’s budget process.
Mayor Sorce read Councilmember Matulac’s comments in his absence.
City Manager Murray provided closing comments.
5. ADJOURNMENT
The meeting adjourned at 2:17 p.m.
