1. CALL TO ORDER
The meeting was called to order at 7:27 p.m.
2. ROLL CALL
Present: Mayor Sorce, Vice Mayor Bregenzer, Councilmembers Gordon, Lediju, Matias, Matulac (participated virtually), and Palmares
Absent: None
Staff present: Assistant City Manager Haen, City Attorney Nebb and City Clerk Abrahamson

A. ITEM CONTINUED FROM MARCH 18, 2025 - RECEIVE UPDATE ON
UNHOUSED SITUATION AND POSSIBLY PROVIDE DIRECTION ON CITY
PROGRAMS
Recommendation: Receive an update on the unhoused situation and possibly provide direction to staff on the City’s unhoused programs.

Assistant City Manager Haen provided introductory comments.
Assistant to the City Manager Peterson provided highlights from the March 18, 2025 presentation, discussed past opportunities presented to Council, including potential programs and projects and sites reviewed and concluded the presentation by outlining next steps.
Staff responded to questions from Councilmembers.

The meeting recessed at 9:15 p.m. and reconvened at 9:31 p.m.

Another question and answer period followed. Councilmembers provided comment.
Action: moved by Councilmember Gordon, amended by Councilmember Matias and carried to resume encampment cleanups within 2 weeks with coordination from the community benefits organizations including Resource Connect Solano, the Homeless Union, faith-based organizations, iHart, and others (Noes: Sorce and Matulac).
Action: Moved by Mayor Sorce and carried unanimously to direct staff to do the following:
1) Return to Council with a list of potential safe camping locations, including 500 Redwood and evaluate other private/public sites with high level estimates to implement them for Council consideration. 2) Return to Council with an item to create an Ad-hoc Committee of council and the community to advise and collaborate on unhoused issues such as the Strategic Plan.
3) Be involved with the Homeless Roundtable led by Vallejo Together 4) Participate in the 2x2 committee and other partners to collaborate with children experiencing homelessness and sharing resources.

The meeting adjourned 11:53 p.m.
