Government Shutdown
Update and Impacts
Related to HR1
Uncertainties moving forward
• After 43 days the longest Federal Shutdown in history was ended on November 13, 2025.
• The breakthrough negotiations through the Senate
allowed for the Republican-controlled House to pass the Continuing Resolution (CR) to fund the government
through January 30, 2026.
• Congress now must pass several FY2026 appropriation
bills to fund individual departments otherwise another
shutdown could loom in the short future
What this means
• Over 54,000 individuals in Solano County receive
SNAP/CalFresh benefits. Of those, 36.8% or almost 20k
people are residents of Vallejo
• While SNAP benefits were fully funded in California as of November 10th, 2025 there are impacts still being felt to food banks and other support agencies
• Upcoming programmatic changes could eliminate
eligibility for hundreds if not thousands of benefit
recipients
• This situation continues to be critical for millions across the country
• Staff was also asked to investigate additional measures to assist Vallejo residents during the shutdown:
– A moratorium on water shutoff’s
• The city currently has several programs in place that address if a resident has difficulty in paying their
bill. It includes payment reductions, fee waivers,
payment plans and other supports to prevent a
disruption in service
– A moratorium on sewer shutoff’s
• Sewer service is provided by Vallejo Flood and
Wastewater District (VFWD) and is paid through
property taxes. Solano County will only initiate a tax
sale after 5 years of delinquent taxes
What we’ve done
Where we stand
• The shutdown might be over, but now recipients must
deal with House Resolution 1 (HR1) (Big Beautiful Bill) that imposes several changes, caps, and reversals of waivers that have been long held standards and threaten to
negatively impact millions across the country
• These changes are going into effect on January 1st, 2026 with very little support for implementation at the County- level, and little to no education and outreach to program participants due to the shutdown
Changes to Come
Work Requirements Expanded (November 2025)
• Applies to adults 18-64 (previously 18-49)
• Parents with children 14+ must meet work rules
(previously 18+)
• Exemptions removed for veterans, homeless
individuals, and former foster youth
Non-citizen eligibility narrowed (e.g. refuges, asylum
seekers, trafficking survivors, humanitarian parolees
excluded) (Oct 2026)
• Internet costs no longer count, energy assistant
reduced, and cost shifts to States/Counties
Next Steps
Staff isn’t making a recommendation. This information
is for Council to have the full picture of the scale
impacts can have on Vallejo residents
Council can appropriate an amount not to exceed what
is noticed ($3.9mil) if you choose to do so to fund your priorities
Or this item can be brought back after the budget
process has concluded in Washington DC

Development-SHIPS
Uncertainties and Opportunities
• The Shipbuilding and Harbor Infrastructure for Prosperity and Security (SHIPS) for America Act created bipartisan support for the revitalization of the commercial and
military shipbuilding industry nationwide
• As the staff report to City Council on September 30, 2025, pointed out, there are many unknowns about what the
final SHIPS Act of 2024/2025 will contain, and what the State and Federal funding infrastructure will support
going forward
Uncertainties and Opportunities Cont’d
• There are opportunities that exist beyond military
applications under the SHIPS Act. So, while support for the strategic defense network is critical for our National Security it is equally important that the City of Vallejo explore all available options for investment; that includes commercial, industrial, manufacturing, and innovation.
• The Economic Development Department, under direction
from ACM Haen solicited proposals to assist with this
effort. Two proposals were received from experienced
consultants who work in this space
Background
• After reviewing the submitted documentation, The
Roosevelt Group (TRG) has been identified as the most
qualified vendor given: 1) the experience of the project team, 2) the relationships that TRG has with
governmental agencies, Congressional Staff, and private companies and 3) their expertise in supporting the
creation of defense industries and economic prosperity
zones that support those investments
• Ensuring that the city is responsive to the opportunities created in supporting a revitalization of commercial and military shipbuilding and related industries, requires
investment in partnering with a knowledgeable
consultant since that level of expertise does not exist in- house
• The Roosevelt Group’s Contributions
– a strategic assessment that includes all Navy roadmaps and plans regarding shipbuilding, ship repair,
workforce training, component and subcomponent
build plans and repair aspirations
– Analyze a broad range of federal funding opportunities that will lead to an acceleration of the city’s
redevelopment efforts
– Provide direct, first-hand advocacy on the city’s behalf with the Maritime Industrial Base, Department of
Defense, Department of the Navy, and other key
stakeholders
– Assist the City of Vallejo with building partnerships with contacts in the various defense industries to think
about the city as a viable economic center for regional investments

Investments
1. Contracting with TRG is a way to link
all the moving parts of this ecosystem
together into a cohesive vision. There
are multiple components to this once
in a lifetime opportunity and
providing the strategic plan for the
City to then leverage is a valuable
service
2. TRG has provided two options for
their services
a. A retainer-based model
@$35k/month for 6 months-Total
$210k
b. A task-based model: Strategic
Plan-$140k, and retainer fees for
3 months-$70k for a total of
$210k
Strategic Importance
Additional Information
Staff has been made aware that our partners in this
effort to bring maritime investments to Solano County,
have arranged a visit in the next month by major
international shipbuilders
If staff are directed to contract with TRG, we anticipate having them on scene to represent the City of Vallejo
with these potential investors along side our private
industry representatives, Cal Poly Maritime, Solano
County EDC, and others as they tour the region and
explore the possibilities that we offer.
Next Steps
1. If approved, this item will come back before Council on December 9th, 2025, for Step 2 in the budget
amendment process
2. Staff will then reach out to the approved applicant
and work on getting the contract finalized for
engagement

Sereno VillageAffordable Housing
Gillian Haen, Assistant City Manager Veronica Nebb, City AttorneyNovember 18, 2025
OverviewUnits: 125 (one-, two-, three-bedroom units)Address: 750 Sereno Drive, Vallejo, CAAffordability: 30-50% AMIBuilt in 2003 by Citizens Housing; When Citizens went out of business in 2010 Eden Housing stepped in to acquire it and help preserve the property’s long-term affordability.Eden Housing is a mission-driven non-profit with over 67 years of experience developing and operating affordable housing throughout California. Eden serves very low, low and moderate-income families, seniors, veterans, people living with physical, mental, or developmental disabilities, and the formerly homeless.
Rehabilitation of Sereno Village•Eden Housing submitted Sereno Village for 4% tax credits in September 2025.•Tax credit financing is extremely competitive for rehabs. Sereno Village is 1 of 7 projects to get funded in the entire State this round.•Sereno Village is in line to receive tax credits to fund a significant rehab of the affordable property.•The project has the following existing soft loans:•City of Vallejo RDA & Successor Loans: ~$4.3million•City of Vallejo Recreation District: ~$1.3million •Vallejo Flood and Wastewater District: ~$375,000. VFWD has demanded repayment on this matured loan.
City of Vallejo•Actions needed for Eden Housing to receive the tax credit award and proceed with the rehab of Sereno Village:•Approve a full repayment of the ~$375,000 VFWD loan and an equal ~$375,000 repayment of the City’s Recreation District loan (GVRD).•Approve an amendment, assignment, and extension of the remaining City Loans to match the new tax credit regulatory term.•Approve subordinations of the City Loans to new senior construction and permanent debt. •All loan and subordination documents required for the tax credit transaction will come back to the City Council for approval in the spring.
Project Benefits•Approximately $375,000 will be repaid to the City of Vallejo for GVRD fees to deplyconsistent with the code for recreation.•The award will bring ~$17M in private tax credit funding to the City of Vallejo through a rehab of Sereno Village•The rehab project will bring ~40 prevailing wage construction jobs to the City of Vallejo•Project will pay building permit and inspection feesto the City of Vallejo•The rehab will bring much-needed capital repairs to the Sereno Village, including to an existing building that includes a daycare center funded by Head Start that serves the local Vallejo community•No new City of Vallejo funding is needed to preserve Sereno Village and VFWD will not force the project into foreclosure if their loan is repaid through the rehab.•Preserve long-term affordability of 125 units of extremely low-and very-low income housing units for another 55 years.Without these actions, the Sereno Village project would not be eligible for the upcoming Tax Credit Award or a major rehabilitation; City would not be able to receive the $375,000 loan repayment or other benefits mentioned above. Rehab of the project will not take place, and 125 units of affordable housing is in jeopardy of being taken offline.
REVISED WITH ATTACHMENTS - Response to Questions from Councilmembers Regarding the November 18, 2025 Council Agenda 1 Consent Calendar Item 8L – BSCC Grant in the Amount of $999,729 (Step 1 of 2) The sta) report says that this funding can be used in the 2025-26 year and 2026-27 year. However, it cannot supplant state or local funds. Following up on earlier direction provided by Council, I’d like the quarterly reports post July 1,2025 to be shared for our review. I’m not sure if current headcount supports outreach to our unhoused residents or if it is currently supported. Need to understand if current scope accounts for that or if some of these funds can be used to that end. All IHART periodic reports are publicly on our VPD website (Integrated Health and Resource Team (IHART) - City of Vallejo Police Department), however we are setting up an internal process for sharing those reports directly with the City Council and MPOC directly on a quarterly basis. With current IHART sta)ing, outreach workers are interacting daily with the unhoused community. IHART attends city sponsored encampment clean-ups, assist those in who are unhoused, substance dependent and/or in crisis, and have a very strong working relationship with our Navigation Center and other organizations who support securing housing for those in need. We have two grants (Connect & Protect and COPS CIT) that we are using with our current Measure P funding stream ($1.5 million). The SCIP grant is being envisioned as the baseline funding for our next attempt at funding IHART beyond July 1, 2026. It amounts to roughly $400K a year for a period of two years. It is also specific as to the current IHART FTE positions the grant can support. Hope this answers your questions CM Matias. Consent Calendar 8N – Sereno Village Associates What is the overall housing subsidy benefit from the project if the City agrees to extend their $1.9M loan? The community will realize approximately $1.5M/year in housing subsidies due to this project retaining 125 units online for a)ordable housing in the very low, low and moderate a)ordability range. That equates to ~ $87Min benefits over the 55 year a)ordability term. Does the Sereno Village have capacity with these tax credits and City loan extensions to create a reserve for the future? Please see attached 15 year pro forma. (3 attachments) Can sta) create a tracking system accessible to Councilmembers to outline closed session direction and status? Sta) will work with Veronica and Andrew to identify what options there are for confidential topics.
REVISED WITH ATTACHMENTS - Response to Questions from Councilmembers Regarding the November 18, 2025 Council Agenda 2 Consent Calendar Item 8O – First Amendment to Consultant & Professional Services Agreement with 4Leaf, Inc. What is driving the increase in contract in just a few months? Can planning share current vacancy for the department? Have we considered AI solutions to help with plan checks? At the time the new 4Leaf contract was approved back on July 8, 2025 (for $800k), there was approximately $600k owed in back payments, leaving approximately $200k for ongoing work. Since the start of the fiscal year, we have been averaging a spend of about $25k per month in sta)ing augmentation services, plus some sporadic plan checking assistance since the plans examiner position is still vacant. Unfortunately, because we have had continued recruitment delays (mostly due to minor changes needed for vacant positions), one new permit technician hire that did not work out after only a few weeks on the job, and additional workload to accommodate increased front counter hours, we have had to continue utilizing regular sta)ing augmentation services through 4Leaf and we expect to continue to require this until all upcoming recruitments can be completed (which may take until the end of the current fiscal year). It should also be noted that while our current request is for an increase of $150k utilizing anticipated salary savings as the funding source, we may still need to request additional funding at midyear to ensure we can maintain minimum services through the end of the fiscal year. In addition, we’d like to point out, even though we have required sta)ing augmentation support for longer than previously expected, we have reduced the rate of our monthly spending on this service by approximately 50% from this time last year. Information Calendar Item 10B – Broadway Project Monthly Update Safety Ambassadors - Per the CEQA Lawsuit Settlement “The City shall require the Project Operator to have a safety ambassador on site from 6pm-1am daily, seven days a week, for a period of three months beginning at 50% tenant occupancy. At the end of the three-month period, City shall report to Petitioner’s' attorney the number of criminal incidents reported by the Vallejo Police Department, excluding physical and mental wellness checks and EMT service calls. If the number of criminal incident reports averages fewer than eight calls per month, the requirement to have safety ambassador on site shall be terminated. ” The opioid funding for the Safety Ambassadors is budgeted at $20,000. This is from an estimate of $30/hr. for 7 hours a day for 90 days which would be $18,900 plus a $1,100 bu)er. This funding amount is su)icient to cover the 90 days required by the CEQA Lawsuit Settlement. Professional Sta)ing Concerns - The project will be sta)ed with professional sta) as appropriate and necessary for the 47 units. Shelter, Inc. has operated many project and programs working directly with the unhoused community and they are the professionals providing the expertise on the client to sta) ratio. With Shelter, Inc. having a larger team in Solano County and the greater bay area they will be able to pull on their counter parts at di)erent sites if the need arises to provide additional support as needed.
REVISED WITH ATTACHMENTS - Response to Questions from Councilmembers Regarding the November 18, 2025 Council Agenda 3 Budget Concerns - The budget has been carefully planned to ensure that the Project Based Vouchers (PBVs) cover operating costs for the project with additional reserve funds each month. The City will work with Shelter, Inc. to identify other grant funding throughout the life of the project to support operational needs. Summary of Property Insurance Coverage Limits (3 attachments) – sta] is still working out finalizing the insurance with Firm and Shelter.

ENDORSEMENT CHANGES THE POLICY. PLEASE READ IT CAREFULLY.
SEVERAL LIABILITY NOTICE
In the ev
ent a provision of the policy or a previous endorsement is inconsistent with an express provision of this endorsement, this endorsement controls the applicable coverage under this policy. This endorsement does not change any other provision of the insurance policy to which it is affixed. This endorsement is a part of this insurance policy and takes effect on the effective date of this insurance policy unless another effective date is shown.
The liab
ility of an insurer under this contract is several and not joint with other insurers party to this contract.
An ins
urer is liable only for the proportion of liability it has underwritten. An insurer is not jointly liable for the proportion of liability underwritten by any other insurer. Nor is an insurer otherwise responsible for any liability of any other insurer that may underwrite this contract.
Each co
mpany has underwritten a proportion of the total limit shown. The liability of each carrier is several and not joint with other carriers. A carrier is liable only for that carrier’s proportion of the overall limit. A carrier is not jointly liable for any other carrier’s proportion of the overall limit.
Nor is
any carrier otherwise responsible for any liability of any other insurer that may underwrite this contract.
Althou
gh reference is made at various points in this clause to “this contract” in the singular, where the circum- stances so require this should be read as a reference to contracts in the plural.

EXCESS COMMERCIAL PROPERTY COVERAGE FORM
(FOLLOW FORM)
Various
provisions in this policy restrict coverage. Read the entire policy carefully to determine rights, du ties and what is and is not covered.
Throughout this policy the words “you” and “your” refer to the Named Insured shown in the Declarations. The words “we,” “us” and “our” refer to the Company providing this insurance. Other words and phrases that ap- pear in quotation marks have special meaning. Refer to Section D. Definitions.
A. Insuring Agreement
We will indemnify you for the “ultimate net loss” in excess of the “primary insurance” and “underlying excess insurance” for direct physical loss of or damage to Covered Property at the Insured Premises, subject to the following:
1. The “occurrence” takes place during the Policy Period as stated in ITEM 2. of the Common Policy Declarations
2. The loss or damage is covered by and defined in the “primary insurance”; and
3. The loss or damage is caused by or resulting from the Covered Causes Of Loss as descr ibed in ITEM 2. of the Excess Supplemental Declarations.
Subject to our Limit Of Insurance, terms, conditions, exclusions and endorsements; if any, and, ex cept as otherwise stated in this policy, we agree to follow-form of the terms, conditions, exclus ions, defini- tions and endorsements as issued by the “primary insurance.” B. Limit Of Insurance
The Limit Of Insurance shown in ITEM 6. of the Excess Supplemental Declarations will apply as fo l- lows:
1. The Limit Of Insurance is the most we will pay for loss or damage in any one “occurrence.” In no event, shall our liability exceed this limit or amount in any one “occurrence” irrespective of the num- ber of locations involved.
2. The Limit Of Insurance only applies after the “primary insurance” and “underlying excess insurance” limit(s) have been paid or they have all admitted liability for the full amount of their limit(s).
3. If there is no recovery available because of the insolvency, or a declaration of impairment or i nsol- vency of the “primary insurance” an d/or the “underlying excess insurance” insurer(s), coverage un- der this policy shall apply as if the “primary insurance” and “underlying excess insurance” limits of insurance were in full effect and recoverable.
4. Our liability shall be limited to the least of the following:
a. The actual “ultimate net loss” in excess of the “primary insurance” and “underlying excess i n- surance.”
b. The total stated value for the Covered Property, as shown on the latest statement of values on file with us.
c. The Limit Of Insurance shown on the Excess Supplemental Declarations or endorsed on to this policy.
PSP-00014(4-22) Page 2 of 3
C. Conditions
1. Application of Recoveries
All salvages, recoveries or payments recovered or received subsequent to a loss settlement un- der this Coverage Part shall be applied as if recovered or received prior to such settlement and all necessary adjustments shall then be made between you and us.
2. Maintenance of Primary and Underlying Excess Insurance a. Any “primary insurance” and “underlying excess insurance” must be maintained in full effect without reduction of coverage or limits except for the reduction of limits in accordance with the provisions of such “primary insurance” and “underlying excess insurance” that results from loss or damage to which this insurance applies. Such exhaustion or reduction is not a failure to maintain “primary insurance” and “underlying excess insurance.” Failure to maintain “primary insurance” and “underlying excess insurance” will not invalidate insurance provided under this policy, but insurance provided under this policy will apply as if the “primary insur- ance” and “underlying excess insurance” were in full effect. b. The Named Insured must notify us in writing, as soon as practicable, if any “primary insur- ance” and “underlying excess insurance” is cancelled, not renewed, replaced, or otherwise terminated (bankruptcy or insolvency), or if the limits or scope of coverage of any “primary in- surance” and “underlying excess insurance” is changed.
3. Sublimits
Sublimits of liability for coverages and/or loss or damage provided in the “primary insurance” and “underlying excess insurance” shall apply as the maximum amount of insurance for such cover- ages and/or loss or damage recoverable from the “primary insurance,” “underlying excess insur- ance” and this policy combined.
4. Priority of Payments
Notwithstanding any provision to the contrary, in the event of a claim that involves more than one interest/party and/or coverage and/or causes of loss, it shall be at the sole option of the Named Insured to apportion recovery under this policy when submitting final proof of loss, subject to the total amount of the claim not exceeding our Limit Of Insurance for any one “occurrence.” For the purpose of attachment of coverage, it is further agreed that loss involving any inter- est/party and/or coverage and/or covered causes of loss in the “primary insurance” and/or “under- lying excess insurance,” but excluded in our policy, shall be recognized as eroding or exhausting the occurrence limits of the “primary insurance” and/or “underlying excess insurance.”
5. Earthquake and Flood Drop Down
If Earthquake and/or Flood is a Covered Cause of Loss in this policy, in the event of reduction or exhaustion of the annual aggregate limit(s) designated in the “primary insurance” and “underlying excess insurance” solely by payment of losses from Earthquake and/or Flood during the policy period, such insurance as is afforded by this policy shall apply in excess of the reduced “primary insurance” and “underlying excess insurance” limit or, if such limit is exhausted, shall apply as the “primary insurance” and “underlying excess insurance.” When the underlying limit(s) of insurance is exhausted, this policy shall always remain excess of the deductibles as specified in the “prima- ry insurance.”
6. Permission for Excess Insurance
Permission is hereby granted to purchase insurance in excess of the Limit Of Insurance stated in this policy.
PSP-00014(4-22) Page 3 of 3
D. Definitions
1. “Occurrence” means all elements of loss or damage due to any Covered Cause of Loss or com- bination of Covered Causes of Loss described in the Excess Supplemental Declarations, arising out of a single event, and including all resultant or concomitant losses to one or more Insured Premises, unless defined by the “primary insurance.”
2. “Primary insurance” means any policy of insurance provided by the insurer(s) described in ITEM 4. Primary Insurance of the Excess Supplemental Declarations.
3. “Underlying excess insurance” means any policy of insurance provided by the insurer(s) de- scribed in ITEM 5. Underlying Excess Insurance of the Excess Supplemental Declarations.
4. “Ultimate net loss” means the loss or damage sustained by you as a result of Covered Causes of Loss provided by this policy after making reduction for recoveries or salvages collectible and ot h- er valid and collectible insurance, other than recoveries under the “primary insurance” and “un- derlying excess insurance.”

SCHEDULED LIMIT OF LIABILITY ENDO RSEMENT
It is understood and agreed that the following terms and conditions apply to this policy. In the event of a conflict between provisions of this endorsement and any coverage part, the provisions of this endorsement shall control:
1. Subject to paragraphs 2. and 3. below, the Limit of Insurance is the most we will pay for loss or damage in any one “occurrence.” In no event shall our liability exceed this limit or amount in any one “occurrence” irrespective of the number of locations involved.
2. If, under the terms of this policy, the Company’s participation is limited to a percentage or part of the overall Program limits of liability provided by a market of insurers, this endorsement does not increase the Company’s percentage of participation.
3. If there is no recovery available because of the insolvency, or a declaration of impairment or insolvency of the “primary insurance”
and/or the “underlying excess insurance” insurer(s), coverage under this policy shall apply as if the “primary insurance” and “underlying excess insurance” limits of insurance were in full effect and recoverable.
4. The DEFINITIONS Section of the
policy and any forms or endorsements attached thereto are amended by the addition of the following Definitions:
a. “Program” shall mean the sum of all policies issued to the Insured, inclusive of any self insurance which may be arranged in one or more layers that provided coverage up to an agreed Program limit as provided in the policy.
b. “Statement of Values” shall mean any statement, spreadsheet, or schedule provided by the Insured or its agent or representative which identifies the locations covered under the policy and the values for individually “Scheduled Items” related to each location. c. “Scheduled Item” shall mean any separately identified value on the “Statement of Values,” including but not limited to a building-specific or location-specific value for real property, personal property, improvements and betterments, mobile equipment, stock/inventory, machinery equipment, inventory in transit, and/or Business Income/Rental Value. While the “Statement of Values” may include a Total Insured Value (“TIV”) for each building or location, the TIV is not a “Scheduled Item.”
5. In the event of loss
hereunder, for purposes of calculating the amount of the insured’s recovery, if any, due under this policy, the insured’s recovery, subject to the terms of paragraphs 1., 2. and 3. above, shall be limited to the least of the following:
a. The actual adjusted amount of loss for each individually “Scheduled Item” insured, as shown on the latest “Statement of Values” on file with us, or attached to this policy, less applicable deductible(s).
b. 100% of the individually stated value for each “Scheduled Item” insured, as shown on the latest “Statement of Values” on file with us, or attached to this policy, after applying the deductible(s).
PSP-00015 (01-24) Page 2 of 3
c. The Limit of Liability or Amount of Insurance shown on the Declarations Page or endorsed onto this policy.

The adjustment team determines that the cost to replace Building 1 is $80,000,000; the cost to replace the business personal property within Building 1 is $25,000,000; and the lost income associated with the property damage loss is $10,000,000. Accordingly, the total loss to the insured is $115,000,000.
The underlying insurers pay $75,000, 000.
For purposes of determining the amount, if any, due under this policy, the insured’s covered loss is calculated as follows:
Real Property: $40,000, 000
Business Personal Property: $20,000,000
Business Income: $5,000, 000
Total Loss: $65,000,000
Because this policy’s coverage begins only after an insured suffers a covered loss of more than $75,000,000 as calculated under the terms of this policy, there is no amount payable under this policy.
Example B:
Buildings 1, 2, and 3 are damaged by an occurrence.
The adjustment team determines that the cost to repair Building 1 is $20,000,000; there is no business personal property damage or business income loss to Building 1.
The adjustment team determines that Building 2 is completely destroyed; the cost to replace Building 2 is $60,000,000; the cost to replace the business personal property within Building 2 is $30,000,000; and the business income loss arising out of the damage to Building 2 is $20,000,000.
PSP-00015 (01-24) Page 3 of 3
The adjustment team determines that the cost to repair the damage to Building 3 is $5,000,000; the cost to replace the damaged business personal property within Building 3 is $5,000,000; and there is no business income loss.
Accordingly, the total loss to the insured is $140,000,000.
The underlying insurers pay $75,000,000.
For purposes of determining the amount, if any, due under this policy, the insured’s covered loss is calculated as follows:
Building 1
Real Property: $20, 000,000
Business Personal P roperty: $0
Business Income: $0
Total Building 1 Loss: $20,000, 000
Building 2
Real Property: $40, 000,000
Business Personal P roperty: $20,000,000
Business Income: $5, 000,000
Total Building 2 Loss: $65,000, 000
Building 3
Real Property: $5, 000,000
Business Personal Propert y: $5,000,000
Business Income: $0
Total Building 3 Loss: $10,000,000
Total Loss for all 3 Buildings: $95,000,000
Less amount paid by underlying insurers: ($75,000,000)
Accordingly, the amount due under this policy is $20,000,000 x .20 = $4,000,000.
All other terms of the policy apply, including the terms, conditions, and limits of insurance reflected on the declarations.

EXCLUSION—PROPERTY IN THE COURSE OF CONSTRUCTION
The policy does not provide coverage for any new buildings or structures at the insured locations while in the course of
construction, or for any existing buildings or structures while undergoing “structural renovations,” until a certificate of occupancy is issued for new construction, or “structural renovations” are completed. This exclusion also applies to the following when used in the course of construction:
1. Building materials,
supplies, equipment, fixtures, and machinery used for or incidental to construction; and
2. Temporary structures built or assembled on site, including cribbing, scaffolding and construction forms.
However, this exclusion does not apply to cosmetic renovations of any existing building that alter the appearance of the building, but do not make alterations to any internal or external load-bearing building components, or to buildings that undergo repairs reasonably anticipated during the useful life of a building or routine maintenance activities.
For the purposes of this endorsement, “structural renovations” means:
1. Any internal
or external load-bearing component of the building that is essential to the stability of the building or any part of it, including, but not limited to foundations, floors, walls, roofs, columns and beams.
2. Any component including weatherproofing that forms part of the external walls or roof of the building.

EXCLUSION OF CERTIFIED ACTS OF TERRORISM

STANDARD PROPERTY POLICY
SCHEDULE
The Exception Covering Certain Fire Losses
(Paragraph C) applies to property located in the following state(s), if covered under the indicated Coverage Form, Coverage Part or Policy:
State(s) Coverage Form, Coverage Part Or Policy
Commercial Property Coverage
Information required to complete this Schedule, if not shown above, will be shown in the Declarations.
A. The following definition is added with respect to
the provisions of this endorsement:
"Certified act of terrorism" means an act that is
certified by the Secretary of the Treasury, in
accordance with the provisions of the federal
Terrorism Risk Insurance Act, to be an act of
terrorism pursuant to such Act. The criteria
contained in the Terrorism Risk Insurance Act for
a "certified act of terrorism" include the following:
1. The act resulted in insured
losses in excess of
$5 million in the aggregate, attributable to all
types of insurance subject to the Terrorism
Risk Insurance Act; and
2. The act is a
violent act or an act that is
dangerous to human life, property or
infrastructure and is committed by an individual
or individuals as part of an effort to coerce the
civilian population of the United States or to
influence the policy or affect the conduct of the
United States Government by coercion.
B. The following exclusion
is added:
CERTIFIED ACT OF TERRORISM EXCLUSION
We will not pay for loss or damage caused directly
or indirectly
by a "certified act of terrorism". Such
loss or damage is excluded regardless of any
other cause or event that contributes concurrently
or in any sequence to the loss.
C. Exception Covering
Certain Fire Losses
The following exception to the exclusion in
Paragraph B. applies only if indicated and as
indicated in the Schedule of this endorsement.
If a "certified act of terrorism" results in fire, we will pay for the
loss or damage caused by that fire.
Such coverage for fire applies only to direct loss or
damage by fire to Covered Property. Therefore, for
example, the coverage does not apply to
insurance provided under Business Income and/or
Extra Expense coverage forms or endorsements
which apply to those forms, or to the Legal Liability
Coverage Form or the Leasehold Interest
Coverage Form.
If aggregate insured losses attributable to terrorist
acts certified under the Terrorism Risk Insurance
Act exceed $100 billion in a calendar year and we
have met our insurer deductible under the
Terrorism Risk Insurance Act, we shall not be
liable for the payment of any portion of the amount
of such losses that exceeds $100 billion, and in
such case insured losses up to that amount are
subject to pro rata allocation in accordance with
procedures established by the Secretary of the
Treasury.
D. Application Of
Other Exclusions
The terms and limitations of any terrorism
exclusion, or the inapplicability or omission of a
terrorism exclusion, do not serve to create
coverage for any loss which would otherwise be
excluded under this Coverage Part or Policy, such
as losses excluded by the Nuclear Hazard
Exclusion or the War And Military Action
Exclusion.

For example, public funding sources for land purchase or construction costs should be shown as paying for these costs.
Do not randomly select funding sources for line item costs if they have a dedicated source of payment.
Required: evidence of land value (see Tab 1). Land value must be included in Total Project Cost and Sources and Uses Budget (includes donated or leased land).
Except for non-competitive projects with donated land, CTCAC will not accept a budget with a nominal land value. Please refer to the CTCAC website for additional information and guidance.
Note: The conditional formatting embedded in this Sources and Uses Budget workbook tests only for mathematical errors, i.e. whether sum total of Sources (Column R) matches Total Project Cost (Column B) and whether each source listed in the Sources and Uses Budget workbook (Row 105) matches that of Permanent Financing in the Application workbook (Row 108).
The conditional formatting does NOT test for any regulatory threshold or feasibility requirements.
Applicants are advised to conduct their own due diligence and not rely upon the conditional formatting in this workbook.
