The meeting was called to order at 6:00 p.m.

Present: Vice Mayor Matulac, Councilmembers Bregenzer, Gordon, Lediju (arrived at 6:13 p.m.), Matias (arrived at 6:05 p.m.), and Palmares

Action: moved by Councilmember Palmares and carried unanimously by members present, unless otherwise noted, approved the Agenda and the Consent Calendar (Absent: Sorce and Lediju).
A. ADOPT AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
VALLEJO RATIFYING ALL SPECIAL FUNDS CREATED BY THE CITY OF VALLEJO THROUGH JUNE 30, 2027
Recommendation: Adopt an ordinance of the City Council of the City of Vallejo ratifying all special funds created by the City of Vallejo through June 30, 2027 Contact: Nalungo Conley, Assistant City Manager/Acting Finance Director (707) 648-4301

B. ADOPT A RESOLUTION APPROVING THE FIRST AMENDMENT TO THE MARINA MANAGEMENT AGREEMENT WITH FOUNDERS 3
MANAGEMENT COMPANY TO EXTEND THE AGREEMENT TERM BY TWO
YEARS AND INCREASE THE BASE MANAGEMENT FEE, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE THE AMENDMENT
Recommendation: Adopt a resolution approving the First Amendment to the Marina Management Agreement with Founders 3 Management Company (F3) to extend the Agreement term by two years and increase the base management fee, and authorizing the City Manager to execute the amendment.

C. ADOPT A RESOLUTION APPROVING A FIFTH AMENDMENT TO THE DESIGN PROFESSIONAL SERVICES AGREEMENT WITH WSP USA, INC.,
FOR THE MARE ISLAND CAUSEWAY BRIDGE PREVENTATIVE
MAINTENANCE PROJECT (PW9762) TO INCREASE THE NOT TO EXCEED AMOUNT TO $1,231,201 AND EXTEND THE TERM OF THE AGREEMENT
BY ONE YEAR AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAME
Recommendation: Adopt a resolution approving a Fifth amendment to the Design Professional Services Agreement with WSP, USA, Inc., for the Mare Island Causeway Bridge Preventative Maintenance project (PW9762) to increase the not-to-exceed amount to $1,231,201 and extend the term of the agreement by one year and authorizing the City Manager to execute same.

7. ACTION CALENDAR
A. RECONSIDERATION AND ADOPT A RESOLUTION APPROVING A
MEASURE P GRANT AGREEMENT TO GREATER VALLEJO RECREATION
DISTRICT TO SUPPORT PUBLIC SAFETY AND YOUTH PRIORITIES AND
AUTHORIZE THE CITY MANAGER TO EXECUTE THE SAME IN AN
AMOUNT NOT TO EXCEED $300,000.00.
Recommendation: Adopt a resolution approving a Measure P Grant Agreement to Greater Vallejo Recreation District to support Public Safety and Youth Priorities and authorizing the City Manager to execute the same in an amount not to exceed $300,000.00.

Assistant to the City Manager Peterson provided background information and reviewed the goals and objectives, GVRD Measure P Grant data and impacts.
GVRD Recreation Services Director Ryans shared the Youth Recreation Survey and findings, shared a chart showing GVRD sites by District and a Recreation Services Department Cost Recovery Matrix, and concluded the presentation showing a Pilot Summary/Fall Program Roll Out for 2026.
Mr. Ryans and Interim Director Sloan responded to questions from Councilmembers.

Action: moved by Councilmember Palmares and carried unanimously by members present to adopt Resolution No. 26-121 N.C. and directed GVRD to share an activities report on a quarterly basis with the Vallejo City Unified School District as a condition of this agreement (Absent: Sorce).
B. ADOPT A RESOLUTION APPROVING THE CONSULTANT AND
PROFESSIONAL SERVICES AGREEMENT WITH FELTON INSTITUTE FOR THE IHART PROGRAM FOR AN AMOUNT NOT TO EXCEED $1,794,790 THROUGH JUNE 30, 2027, AND AUTHORIZING THE CITY MANAGER TO
EXECUTE SAME
Recommendation: Adopt a Resolution authorizing a Consultant and Professional Services Agreement with Felton Institute for the IHART Program for an amount not to exceed $1,794,790 through June 30, 2027, and authorizing the City Manager to execute same.

Staff responded to questions from Councilmembers. Councilmembers provided comment.
Action: moved by Councilmember Palmares and carried unanimously by members present as amended by Councilmember Matias and accepted by Councilmember Palmares, the maker of the motion, to adopt Resolution No. 26-122 N.C. and direct the City Manager’s Office to conduct an analysis evaluating the feasibility of bringing this team in-house as part of the City Manager’s Office, and to present the analysis and implementation plan to the City Council during the mid-year budget process (Absent: Sorce).
