Opportunity Zone 2.0
City Manager’s Office

Program Overview
Opportunity Zone Program
• The Opportunity Zone Program was established in 2017 through the Tax Cuts and Jobs Act (TCJA). The program established deferrals of tax on any eligible capital gain if the investment is held for at least 5 years. The benefit increases the longer the investment is held (5 years-10%, 7 years-15%, 10 years -100%) resulting in a situation where the investment is never taxed. • The Opportunity Zone Program 2.0 has a similar structure, but it provides increased benefits to rural communities and imposes additional qualifications for census tracts that are eligible for the designation. The current census tracts included in the 1.0 program will lose that designation on Dec 31, 2027.
Eligibility-Map
Opportunity Zone 1.0 Opportunity Zone 2.0 program
Census Tracts
• One of the key changes to the OZ
program is the focus on brining
benefits to areas that have poverty
rates ≤125% of AMI (1.25 x $124,600 =
$155,750 for a family of four)
• Solano Co has the lowest AMI in the 9-
County Bay Area Region
Eligible Census Tracts
06095251802
06095251701
06095251500
06095251600
06095251000
06095250900
06095250701
06095251100
Benefits of Program
• If selected, the eight census tracts
would enjoy this designation for 10
years.
• While there is no guarantee of
investment, given some of the other
strategic assets that the City of Vallejo
currently holds this program can
attract and spur workforce and
economic development thereby
increasing the tax base and annual
revenues for the City
Recommendation
Adopt a Resolution to accept all eligible census tracts for the Opportunity Zone (OZ) 2.0 program to support economic development along the waterfront corridor and approve a letter of support to include with the application to the State of California Office of Business and Economic Development (G0-Biz)

Carquinez
(Al Zampa)
Bridge Deck
Rehabilitation
Solano/Contra Costa
Counties, Project 04-1Y700
Weekend Closure:
August 21 – 24, 2026
Project Location
This project is in Contra Costa
County and Solano County on
Westbound (WB) Interstate – 80.
Between East end of the
Carquinez Bridge (Al Zampa
Memorial) in Vallejo to the WB
Off-Ramp to Pomona Street in
Crockett.
Project Need
The Asphalt Concrete is
showing signs of aging and
deteriorating. Which results in
poor ride quality. To prevent
further wear and tear a repave
of the deck needs to be
completed.
Project Purpose
The purpose of the project is to
improve the rideability of the
deck surface, prolong the deck
service life, preserve the
structural integrity of the bridge,
and enhance safety for the
traveling public.
Project
Scope
• The top layer (1”) of the Asphalt Concrete will be replaced to improve rideability and preserve the structural integrity. • Bridge Deck Length: 3500 ft | Deck Width: 67 ft | 4 Lanes | • Anticipated Hot Mix Asphalt Tonnage: 1550 tons
Scheduled Closure
We will close I-80 for one weekend for the
worker safety and safety to the travelling
public and due to long curing times for full
concrete pavement replacement.
Westbound (53-hour weekend)
August 21, Friday (10:00pm) through
August 24, Monday (3:00am)
Need for Full Closure
Due to weather and temperature restrictions
• It is recommended that the work needs to be completed in August or September
• Paving works needs to be conducted in the Daytime from 10 AM to 5 PM
• Recommend work be down via a full weekend closure on
Westbound I-80 from Friday 10:00 PM to Monday 3:00
AM.
Benefits of a Full Weekend Closure of the Bridge
• For the safety of public and workers.
• Helps facility the need for overlap in waterproofing repair • Micro-milling and equipment cleaning before each pass • Meaning the paver can be cleaned at the end of
each pass to maintain material temperature
consistency
• Daytime weather is required for paving work due to its significant effect on the cooling of the custom thin
asphalt layer

Adopt Updates
• Update Building, Planning, Water, Fire
• Set fees to estimated reasonable cost
(Revised) 2-Year Phase-In (PDS)
• Year 1: 2/3 of target • Year 3: target
• Eases impacts; improves predictability
Annual CPI Index
• Apply during the budget process for year 4
• Maintains chosen cost-recovery level
3–5 Year Study Cycle
• Full study every 3–5 yrs
• Minor updates in off-years
Staff Follow-Up Research Responses:
1) Economic Development (ED)
• Development fees are currently the lowest in the area. • Increases would be in line with neighboring jurisdictions. • ED strategies should be separate from baseline Master Fee Schedule & tailored to specific development activity, aligning with the ED Strategic Plan. 2) Equity
• Equity based development fee programs for individuals are uncommon. • Implementation challenges include establishment of clear eligibility criteria, robust and privacy conscious data collection, and trickle -down revenue impacts on General Fund.
Option 1 – Adopt fees as recommended and lean on other outside programs to provide homeowner-level support.
Option 2 – Create in-house fee reduction program, to be brought back to Council for consideration within approximately 90 -days. 3) Renewable energy/energy efficient projects
• See Response #1.
• Renewable energy/energy efficient incentives should be separate from baseline Master Fee Schedule & tailored to specific development activity in alignment with broader City goals.
4) Expedited permitting process options
• Fees must not exceed the cost to provide the service. • Low staffing levels limit ability to provide expediting services in -house. • Reimbursement agreement option is already available for any project requesting consultant processing (vs. in -house processing).

Water Department Services
Water Review Supports Development
• The Water Department reviews development projects to confirm that the City’s water system(s) can safely and reliably serve and support the proposed use. • Water reviews may include:
• Water supply and system capacity
• Pressure and fire flow requirements
• Meter and water-service sizing
• Pipeline conflicts, relocations, and easements
• Impacts to existing water infrastructure
• Vallejo Water reviews projects across Solano and Napa Counties:
• Within Vallejo city limits
• Pipelines transmitting source water from Lake Berryessa and the Delta to Vallejo for treatment.
• Wherever development or construction may affect the City’s ~600 miles of pipelines Water Department Development Fees
Why Water Development Fees Are Required
• Development review is project-specific work performed for the benefit of an applicant.
• Under the CA Constitution Article XIII C and Article XIII D, revenue from ratepayers cannot cover the costs for review of private applicants’ projects.
FY 2025-26 Workload: Water staff provided 2,200+ hours of development-related services. Equivalent to more than 1 full-time position.
Proposed fee schedule:
• Establishes fees for 20 common development-review services • Recovers reasonable costs of Water staff time
• Assigns costs to the applicants whose projects need and benefit from the work • Protects water rate revenue from subsiding private projects

M E M O R A N D U M DATE: July 13, 2026 TO: Mayor and City Council Members FROM: Kristin Pollot, AICP, Planning and Development Services Director Beth Schoenberger, Water Director SUBJECT: Action Agenda Item B – Master Fee Schedule Update for Building, Planning & Water Staff has revised the final Planning & Building fee schedule, included as “Exhibit A” to the Proposed Resolution (see attached for the correct, updated version). This revision was deemed necessary because the original fees were incorrectly listed in alignment with Year 1 of the proposed 3-year implementation plan described in the Final Fee Study, dated August 25, 2025; however, the fees need to be in alignment with Year 2 of the implementation plan instead, due to the fact that: 1) the update is almost one full year behind the originally planned adoption schedule, and 2) the Year 2 fee projections are more consistent with the previously presented revenue projections considered with the adopted FY 2026/27 Annual Budget. With regard to Water, the proposed fee schedule remains unchanged from the Exhibit A presented on September 9, 2025. Further, it should be noted that Water fees are not proposed for phased implementation because Articles XIII C and XIII D of the California Constitution require water-rate revenue to be used only to provide water service to ratepayers; ratepayers cannot subsidize private development. Project-specific review costs must therefore be paid by the private applicants who need and benefit from the review. No revenue from the proposed fees was included in Water’s FY 2026–27 Operating Budget. The projected $45,000 revenue increase would result solely from updates to existing fees. Revenue projections for the new development fees will become possible once a revenue baseline is established.
