RECOMMENDATION
a. Hold a public hearing;
b. Approve an Addendum to the 2005 General Plan Final
Environmental Impact Report; and
c. Adopt a resolution approving a General Plan Amendment to update the Housing Element and Technical Background Report, titled as follows:

recommendation to include considerations from
the Planning Commission: amending Objective
32.2 "Hold public hearings with the Planning
Commission to review options for Tenant
Protection policies to count the effects of
economic displacement in early 2023, with
Commission recommendations forwarded to the
City Council by July 2023; adding Objective 17.6
"The Planning Commission shall review the
homelessness program and objectives and
provide a recommendation for additions or
modifications to the City Council by the end of
2024"; removing 6205 Ventura Boulevard from
the Sites Inventory and adding Objective 14.7
'The City shall consider rezoning the 6.3 acre
property at 6205 Ventura Boulevard to allow 60
units/acre in conjunction with the rezoning of
other Housing Element sites by the end of
2022"; and changing Objective 25.2 to an
annual stakeholder meeting.
