FORMAL ITEMS: The public may comment on each item listed on the agenda for Formal Items as the item is taken up. Formal Items may be reordered at the discretion of the Chair. The public may speak up to three (3) minutes on each agenda item. If there are more than 20 speakers, the time shall be reduced to two (2) minutes.
1. Approval of Committee Minutes

RECOMMENDATION
Review and approve the Rules Committee meeting minutes for the February 10, 2025 Special Meeting.
Action: No speakers. M/S/C (McReynolds/Duran) to approve the February 10, 2025 committee meeting.
Vote: All Ayes
2. Review Proposed Legislative Platform
Staff: Carlene Saxton, Assistant City Manager
RECOMMENDATION
Review the draft City of Ventura Legislative Platform, provide any recommended revisions, and forward a recommendation to the full City Council for approval.
Action: M/S/C (McReynolds/Duran) to recommend approval of the proposed legislative platform as revised by the committee with the following revisions: reword number 2 and 6 under General Principles for clarity; add item within Economic Vitality and Development addressing support for re -establishment of Redevelopment ; add item within Infrastructure addressing gas tax converting to Electric Vehicles.

3. Discussion of Possible Revisions to City Council Meeting Protocols Referred on: January 28, 2025
RECOMMENDATION
Review and discuss potential revisions to the City Council Meeting Protocols, and direct staff to forward recommended changes to the full City Council for consideration.

Martinez, Natalie Bruton, Glenn Overley, Sabrina
Rodriguez, Claudia Armann, Marco Cuevas
Action: M/S/C (McReynolds/Duran) to refer the previously adopted Appointments Recommendation Committee
procedures to the City Council for inclusion in the
Council Protocols; Direct staff to forward a
recommendation to the City Council regarding
signage at Council meetings, based on best practices
and a review of policies from other Ventura County
cities; Direct staff to return to the Rules Committee
with information on public comment procedures and
Rules Committee composition in other Ventura
County cities.
