RECOMMENDATION
Direct staff to prepare and return with an Ordinance that:
a. Sunsets the Appointments Recommendation Committee (ARC), and transitions City boards and commissions to a district -based nomination model for all 7-member advisory groups.
b. Establishes District Nominations for Council Advisory Bodies. Each Councilmember would nominate one member to all 7 -member boards, commissions, and committees, mirroring the Planning Commission and Charter Review Committee nomination and appointment structures. c. Maintains Existing Nomination and Appointment Model for Planning Commission, Water Commission, and 5-Member Regulatory Boards. For technical bodies—such as the Historic Preservation Committee, Design Review Committee, and Mobile Home Rent Review Board —
appointments will remain a full -Council nomination, with appointments made by majority vote to ensure appropriate qualifications. d. Requires Reapplication of Current Members. Current CAG members of 7-member boards, commissions, and committees may reapply under the new structure, providing an opportunity for continuity and experience, while allowing new voices to be considered through a transparent process and the lens of Councilmembers elected through district -based elections.
