City Council Agenda Report
Meeting Date: March 21, 2023
From: Daniel S. Wall, P.E., Director of Public Works
Department: Public Works
Submitted by: Andrew Eguia, Assistant Engineer
Subject
Rejection of Bids Received for North Parking Security Fencing Project Recommendation
Reject all bids for “North Parking Security Fencing,” a Notice Inviting Bids to furnish and install security fencing for the North City Hall parking structure, due to costs of bids received exceeding the Engineer’s Estimate by a significant amount.

Background
The North Parking Security Fencing project consists of furnishing and installing 8-ft high fencing, vehicle access gates, pedestrian access gates, and staircase enclosures for the North City Hall parking structure.

On February 7, 2023, the Public Works Department advertised the Notice Inviting Bids (NIB) for the North Parking Security Fencing (Project). The NIB was posted on the City’s PlanetBids website. The bids for the Project were received and opened on February 28, 2023. The calculated results were as follows:

1. Harris Steel Fence Co., Inc. $437,081

2. CS Legacy Construction, Inc. $588,590
The Engineer’s Estimate ranged from $265,000 to $290,000. Based on the lowest bid received totaling $147,081 over the Engineer’s cost estimate, staff recommends the rejection of all bids received. Staff will re-evaluate the current scope of work and determine if modifications are necessary for the project to be published again for bidding at a later date.
