Citywide Fringe Benefits Policy
Recommendation
Adopt Resolution No. 2023-24 approving the revised Citywide Fringe Benefits Policy and repealing Resolution No. 2022-28.
Background
The Citywide Fringe Benefits Policy (Policy) contains provisions that apply to all employees and officers of the City of Vernon and specifically outlines the benefits and terms and conditions of employment for employees in classifications designated as Executive, Management, MidManagement, Confidential, Unclassified, and Elected Officials.
A revision to the Vacation provision contained in Section 6 of the Policy is proposed. The proposed revision applies to employees designated as Executive and Management; defined as the Director of each department and their respective Deputies and/or Assistant Directors.
Currently, employees in all other groups have a provision that provides for the automatic cashout of accrued but unused vacation leave. Under the proposed revision, Executive and Management employees who reach the existing cap of 480 vacation leave hours would automatically receive a cash out of any balance over the cap once per year at the same time as other City employees.
The proposed revision to the Citywide Fringe Benefits Policy is recommended to more closely align with the program provided to other City employees and in an effort towards retention of existing staff and recruitment for future vacancies.
Pursuant to Government Code Section 54953(c)(3), prior to taking final action, an oral report summarizing the recommended fringe benefits to be paid to eligible Executive and Management employees will be provided.
Fiscal Impact
The fiscal impact is estimated between $140,000 to $250,000 annually citywide for all eligible Executive and Management employees. The amount will vary based on each individual employee’s vacation use, accrual rate, and leave balance. Sufficient funds are available in Salaries-Premiums, Account No. 501012 for each department for the current fiscal year and will be included in the budgets for subsequent years.
