Observed City Holidays
Recommendation
Designate December 26, 2023, and January 2, 2024, as observed City Holidays and approve the closure of City offices on said days.

Background
In preparation for this year’s holiday season and in determining the days the City will observe designated holidays, there have been discussions regarding the holiday schedule for the Christmas Eve, Christmas Day, New Year’s Eve, and New Year’s Day holidays. This year, Christmas Eve and New Year’s Eve fall on a Sunday and Christmas Day and New Year’s Day fall on a Monday. The City’s Fringe Benefits Policy as well as various memoranda of understanding state that when a holiday falls on a Sunday, the City observes the holiday on Monday. However, the language does not address what is observed when Monday is already an observed holiday. Staff recommends that the City designate December 26, 2023, and January 2, 2024, as observed holidays and that City offices be closed on these dates. This recommendation does not add to the total number of designated holidays and is consistent with the action taken in 2017 when these holidays fell on the same days of the week.

Traditionally, there is minimal non-emergency business brought to the City of Vernon during the holiday season. Therefore, closing non-emergency services (City Hall) should not have a significant impact on the business and residential communities. Police and Vernon Public Utilities Department shift personnel will remain staffed as usual without impacting service.
