City Council Agenda Report
Meeting Date: December 5, 2023
From: Michael Earl, Director of Human Resources
Department: Human Resources
Submitted by: Michael Earl, Director of Human Resources Subject
Salary Plan Administration Policy
Recommendation
A. Adopt the revised Personnel Policies and Procedures Manual Policy II-3 – Salary Plan Administration; and
B. Authorize the City Administrator and Director of Human Resources to execute and distribute the Policy.

Background
The Human Resources Department is responsible for maintaining and administering the City’s Personnel Policies and Procedures Manual which contains a variety of policies affecting City employees.

The proposed revision to the Salary Plan Administration Policy provides for the additional Supplemental Pay Provision of Salary Adjustment Increase (SAI). There are limited situations in which a Lead or Supervisory employee may potentially earn less than an employee that they lead or supervise. This can occur when an employee receiving the highest tier of longevity pay premium is supervised or lead by an employee who does not receive longevity pay, and when there is not a substantial differential between the base salary ranges of the two classifications.

This pay inequity has historically been found with sworn classifications in the Police Department and has been addressed through the SAI provision contained in the Memorandum of Understanding between the City and the Vernon Police Officers Benefit Association. There has not been an SAI provision that applies to employees generally throughout the City. The addition of an SAI provision into the Salary Plan Administration Policy will provide a mechanism to address unique pay inequities as they arise for any classification.

The use of SAI is temporary and only used during the period of pay inequity. Fiscal impact would be dependent on the base salary of an employee who may receive the additional premium pay.

Fiscal Impact
The fiscal impact is estimated between $4,834 and $9,668 as currently, it is anticipated that one employee would receive the additional premium pay. Sufficient funds are available in General Fund, Police Department, Salaries – Premiums, Account No. 011-030-300-501012 for the current fiscal year.
