City of Vernon
City Hall Renovation
INTRODUCTION
The City of Vernon is looking to hire a landscape architectural firm to prepare design alternatives for renovating the plaza at City Hall. As indicated in the City's Request for Proposal, ADG will perform landscape architectural services customarily and typically rendered to complete all necessary fieldwork visits, and design. The objectives on how the Scope of Services will be accomplished are outlined in the approach below.
SUMMARY OF ISSUES AND BENEFITS
We understand from the project RFP, that the City of Vernon is interested in creating a unique facility that meets the area's community needs with the addition of an outdoor gathering area and stage. At ADG, we approach each of our projects in a way that captures the unique essence, culture, and history of the community as well as the best use of the space in which it will be built, the budget and timing.
Our experience ranges from designing large amphitheater venues, such as the 600+ attendee facility for the City of Moreno Valley, as well as smaller quaint performance stages such as the City of Claremont's Shelton Park. In our Relative Experience section, you will find more examples of our city hall renovations and amphitheater/gathering space designs.
The City needs an experienced team that they can trust to deliver the project on time and on budget. ADG has assembled a professional team of award-winning local A&E firms, each with community design experience, who have consistently delivered projects on time and according to stipulated schedules and budgets. ADG's team will include Richard Krumwiede, Gregg Denson, and Ryan Skolny. We have worked with this subconsultant team for nearly 20-years, and they will include: Madole 8~ Associates (Civil), and JCA Engineering, Inc. (Electrical).
We can explore a vandal resistant design. ADG utilizes CPTED concepts in its park and open space designs. CPTED is Crime Prevention Through Environmental Design, where the principles of design affect elements of the built environment ranging from the smallscale (such as the strategic use of shrubbery and other vegetation) to the large-scale, including designing an area with "eyes on the street".
Assumptions regarding the exterior stage and sound system electrical design. Our fee includes a complete electrical and lighting design of the exterior plaza, design of sub panel and outlets for the stage area and coordination with the stage theatrical lighting and sound consultants. We have not included a sub consultant fee for stage lighting or sound, as these are specialty consultants and the design and budget for the stage and its amenities have not yet been determined.
Once the design, amenities, and budget are determined, ADG can obtain proposals, as needed, for additional sub consultants such as structural engineering, architectural (if required}, stage lighting, and sound system specialists, which can be added to our revised scope of work in the Design Development and Construction Document phases.
Other Assumptions/Exceptions
• We have included a set fee for Conceptual Design, and estimates for Design Development, Construction Documents, and Construction Administration.
City of Vernon
City Hall Renovation
Regarding Addendum No. 1, item #8, we are assuming that the design of budget of $75,000.00, is the City's estimate to cover the first two phases, Conceptual Design and Design Development, only at this point.
• Additionally, at this point, we do not know the simplicity or complexity of the City's chosen design, or construction budget. Therefore, once the City approves a final design, we will need to revisit our Design Development, Construction Document and Construction Administration fees, and those of our subconsultants, making fee adjustments as needed.
GENERAL SCOPE OF WORK
Project Approach
We will meet with City staff to discuss site specific amenities, the gathering space, and outdoor stage for approximately 350-400 people. During this meeting we will discuss items such as budgets, timing, theming, planting palettes, hardscape, and additional amenities for the site.
To create accurate base sheets, we have included the preparation of a topographic ground survey (by Madole 8~ Associates, Inc.). They will also prepare the final grading plan. We have also included within this proposal our sub-consultant JCA Engineering, who will prepare the electrical engineering site lighting design and construction documents for the plaza improvements as well as sub panel design for the proposed stage, and coordination with the stage lighting and sound consultants (yet to be determined).
This proposal addresses the conceptual design, design development and preparation of final construction documents and specifications as required for final City plan approvals.
Additionally, our scope of services includes construction administration services to assist with oversight of installation of the completed plans.
• Per Addendum No. 1, our services will be completed in four phases: Conceptual Design, Design Development, Construction Documents, and Construction Administration.
• Utilizing our staff and our consulting civil engineer, we will visit the site and provide a thorough site analysis of existing conditions, to help identify potential design opportunities as well as design constraints. A topographic survey will be prepared by our Madole 8~ Associates and will be the basis for preparing our project design base sheet.
• During the conceptual design phase, we will attend a project kick-off meeting with City staff to discuss the project program, time schedules, and design direction.
We will lead stakeholder meetings/design charrettes to determine the needs of the space and prepare 2-3 initial design alternatives for presentation. • Daring the Design Development phase, we will refine the selected design based on direction from City staff and prepare a final Conceptual Landscape Master Plan (CLMP) for client presentation. We will also prepare conceptual material boards showing all proposed paving materials, plants, and site amenities. A preliminary cost estimate will be prepared based on the final refined CLMP. All City of Vernon
City Hall Renovation
Design Development plans and documents will be presented to the stakeholder committee.
During the Construction Document phase ADG will prepare the demolition plans, grading plans, construction plans &details, along with planting and irrigation plans. JCA will design the electrical construction documents reflecting power to the outdoor stage, power pedestal, plaza security surveillance, Exterior Site Title 24 calculations and Photo Illumination Plan. Madole will prepare the final grading plan. Detailed project specification sections, and final cost estimate, will be prepared for competitive bidding. We anticipate submittals at 50%, 90%and final.
During the Construction Administration phase of the project, ADG's project manager will attend the pre-construction meeting, as well as respond to contractor RFI's and clarifications, as needed, to ensure proper interpretation of the construction documents, and completion of the work. We have also included four on site construction observation reviews, and corresponding punch-lists.
All plans will be prepared in AUTOCAD, and deliverables will be provided to the City in accordance with those outlined in the RFP.

Meetings and Site Visits
This Agreement includes Professional Service time for up to six meetings for coordination with Client, or agencies and up to eight site visit/construction observation meetings.
QUALfTY CONTROL AND ASSURANCE
Timeliness/Work Schedule
It is understood that time is of the essence. ADG will provide services within the number of calendar days as authorized at the time of the project assignment, after the commencement date specified in the notice to proceed. A project schedule is typically completed by our team in "Fast Track", detailing each projects phases and tasks for Client review and approval prior to the start of work. Additionally, ADG's projects are consistently completed on time, due to our Principals active involvement during the progression of our projects through weekly project management meetings and proactive staff scheduling.
Quality Assurance Program
Our size gives our Clients the advantage of working with an experienced principal from project start to finish, which increases the level of service and product quality throughout all phases of project development. Our office has developed project design standards, construction document standards, and cost estimating programs, which enable us to provide drawings and projects to our Client's, which are consistently higher than the "professional standard of care". Additionally, all projects are reviewed in-house for errors and corrections prior to Client and/or Agency submittals.
Communications
Communication with our Clients, regarding their project's progress, is also a part of our quality assurance program. Clients are updated bi-weekly through written "Project Status Reports" prepared by the project manager. 90% of our business is either repeat business City of Vernon
City Hall Renovation
from established Clients or referrals from our Clients and Public Agencies. This is a direct result of our office's high standards for design, construction documents, and client service.
Cost Estimating Process
In support of our Value Engineering process, ADG prepares "Statements of Probable Construction Costs" as required by the project's scope of services. The "Statements of Probable Construction Costs" are prepared using Excel spreadsheets, which have been developed by our office to accurately estimate our project's costs. The office "master" is updated annually using bid data from our clients, contractor surveys, and material cost multipliers. "Statements of Probable Construction Costs" are generally prepared during the Schematic Design, Design Development, and Construction Document Phases for in-house and client review, and input.
Value Engineering
An important element in our firm's success is our ability to meet the Client's construction budgets. Prior to the start of the design process, we thoroughly discuss the Client's anticipated improvement cost for each phase of development. Based on this initial feedback, value-engineering studies are conducted to determine the actual improvements possible to maintain the budgetary constraints. ADG then carefully coordinates all phases of design development with the approved construction budget.
This creates projects that are consistently constructed at or below the original estimate of projected cost.

SAMPLE AGREEMENT INDEMNITY REQUEST
Upon review of the City's Sample Agreement, we noticed that it seems geared more towards a "contractor" rather than a design "consultant". Since this contract is for professional design services, we would like to request that a clause be added in the Indemnity section for our Professional Liability insurance that references the State's City of Vernon
City Hall Renovation
Senate Bill 496. Senate Bill 496 went into effect January 1 Sr, 2018, and modifies California Civil Code section 2782.8, which limits the "duty to defend" to the comparative fault of the professional in private and public contract.
An example could be: "If Consultant's obligation to indemnity, and/or hold harmless arises out of Consultant's performance as a "design professional" (as that term is defined under Civil Code section 2782.8), then, and only to the extent required by Civil Code Section 2782.8, which is fully incorporated herein, Consultant's indemnification obligation shall be limited to claims that arise out of, pertain to, or relate to the negligence, recklessness, or willful misconduct of the Consultant, and, upon Consultant obtaining a final adjudication by a court of competent jurisdiction, Consultant's liability for such claim, shall not exceed the Consultant's proportionate percentage of fault.", or language approved by the City's legal counsel.

The City's goals included: to operate in a more environmentally sustainable manner, to reduce landscaping maintenance needs and costs, to design sustainable outdoor spaces that are functional, maintainable, environmentally sound, cost effective and aesthetically pleasing, and to have a landscape that serves as a positive model for the community, and integrate appropriate educational opportunities into the design.
To achieve the City's goal for renovating their Campus, we provided an evaluation of the site, a water audit of the existing facilities, and prepared a Conceptual Landscape Master Plan (CLMP) for the renovation of the entire Civic Center, along with construction documents from the approved conceptual plans.
