No action required by City Council. This is a presentation only.
Background
The “10851” Grand Theft Auto Award (“10851 Award”) is named after the California Vehicle Code section pertaining to motor vehicle theft. This award is sponsored in collaboration between the CHP and American Automobile Association (AAA), recognizing police officers throughout California who have been proactive in recovering stolen vehicles and apprehending criminals involved in auto theft.
The 10851 Award is presented to uniformed officers who, during a 12-month period, achieve any of the following criteria:
1. Make six separate auto theft recoveries cleared by arrests.
2. Recover twelve (12) stolen vehicles, of which a minimum of three (3) must be cleared by arrests.
The Vernon Police Department (VPD) is very proactive in auto theft investigations and is honored to have four of its officers qualify for the 10851 Award. Based on their accomplishments over a twelve-month period in the area vehicle thefts, the following VPD Officers will be honored as follows:
Officer Patrick Cam – 1 Award (4th in career)
Officer Alan Escarpe – 2 Awards (1st and 2nd in career) Officer Teresa Flores – 2 Awards (3rd and 4th in career) Officer Bryan Redona – 1 Award (1st in career)
The VPD commends each of these Officers for their hard work to combat auto theft crimes in the community as, given the very specific requirements for such an award, it is not easy to achieve this type of recognition. The VPD congratulates each award recipient and proudly acknowledges the multiple awards received by its Officers within the awarding periods and over their respective careers. The Chief of Police will present each VPD Officer with their respective 10851 Awards at the July 16, 2024, City Council Meeting.
