City Council Agenda Report
Meeting Date: July 16, 2024
From: Robert Sousa, Chief of Police
Department: Police
Submitted by: Gustavo Herrera, Lieutenant - Services Division Subject
Huntington Park Police Department Jail Division Agreement for Inmate Housing Recommendation
Approve and authorize the City Administrator to execute the Inmate Housing Agreement, in substantially the same form as submitted, for housing of pre-arraignment arrestees for a total amount not-to-exceed $210,000 ($70,000 per year), for a three-year term.

Background
The Vernon Police Department (VPD) is seeking to renew inmate housing services with the Huntington Park Police Department (HPPD) for a three-year period effective July 1, 2024. The estimated annual cost for services is $70,000, and is subject to adjustment annually on July 1 in accordance with the Consumer Price Index. The inmate housing services provided by HPPD have been outstanding and provide a cost-effective approach to address the need for jail services while saving the City money. Outsourcing of inmate housing also demonstrates our efforts to collaborate with other regional public safety agencies for the betterment of all communities while maintaining a fiscally responsible approach.

In addition, patrol deployment levels have been enhanced since there is no need for patrol officers to perform jail operations. Given that the HPPD jail facility is within one mile from Vernon, patrol officers are typically back in service within a relatively short period (10-15 minutes) when inmate booking is required.

The prior inmate services agreement expired on June 30, 2024; however, HPPD continued to provide inmate housing services to the City while drafting/review of the new agreement was underway. The term of the new agreement is retroactive to July 1, 2024, to allow for invoicing and payment of the services provided from the end of the last contract period through the present.

The agreement is exempt from competitive bidding and competitive selection pursuant to Vernon Municipal Code (VMC) Section 3.32.110(A)(5)(a) and (B)(1) as it is for professional services with another governmental entity. Council approval of the proposed agreement is required pursuant to VMC Section 3.32.030 as the total contract value exceeds $100,000.

The proposed agreement has been reviewed and approved as to form by the City Attorney’s Office.

Fiscal Impact
The fiscal impact is not-to-exceed $210,000. Sufficient funds for housing of pre-arraignment arrestees are available in General Fund, Police Department, Professional Services - Admin Account No. 011-030-300-529220 for the current fiscal year and will be budgeted for in subsequent years.
