Swearing-In Ceremony for New Police Officers
Recommendation
Administer the Oath of Office to Police Officers Ivette Alfaro, Alejandro Espinoza, Julissa Lopez, and Alan Rodriguez
Background
The City Council typically hosts a public swearing-in ceremony when new Police Officers are hired. During the past several months, there have been several Police Officer positions vacated due to retirements and promotions in the Police Department (PD). The PD has filled these vacancies as leaving these positions vacant would negatively impact the necessary patrol deployment, and would increase overtime costs to cover staff shortages.

To fill the vacancies, PD, with assistance from the Human Resources Department, conducted the necessary recruitment processes. Based on a review of the qualifications of each eligible candidate, and the completion of an extensive background investigation, Ivette Alfaro, Alejandro Espinoza, Julissa Lopez, and Alan Rodriguez were selected as the best-qualified candidates to fill the vacant Police Officer positions.

Officers Alfaro, Espinoza, Lopez, and Rodriguez have been invited to attend the April 15th Council Meeting with their families for a public swearing-in and badge-pinning ceremony.

Presentation by AltaMed Health Services on Substance Abuse and Mental Health Services Administration (SAMHSA) Grant-Funded Portable Healthcare Pilot Program Recommendation
No action required by City Council. This is a presentation only.

Background
In September 2023, the City of Vernon secured a grant of $1,998,900 from the SAMHSA to fund a three-year initiative expanding healthcare access for underserved populations, particularly individuals experiencing homelessness. This initiative aims to address significant health disparities within the City and surrounding communities through the On-the-Streets Portable Clinical Care with Integrated Behavioral Health and HIV Care Pilot Program. The program provides primary care, behavioral health support, HIV prevention and treatment, and infectious disease management in community-based settings.

In April 2024, the City entered into a service agreement with a medical provider to administer the Health Department’s clinical services, including the On-the-Streets Portable Clinical Care with Integrated Behavioral Health and HIV Care Pilot Program. After the termination of said agreement, and following a Request for Proposals (RFP) Process, the City entered into a service agreement with AltaMed Health Services on July 16, 2024, to ensure the continuity of vital program services and the successful implementation of the grant deliverables.

A representative from AltaMed Health Services will present an update on the program’s services and achievements at the April 15, 2025 Council Meeting.

City Council Agenda Report
Meeting Date: April 15, 2025
From: Daniel S. Wall, P.E., Director of Public Works
Department: Public Works
Submitted by: Hannia Contreras, Administrative Assistant Subject
Professional Services Agreement with JMDiaz, Inc. for District Boulevard Rail Road Grade Crossing Safety Improvements
Recommendation
Approve and authorize the City Administrator to execute a Professional Services Agreement with JMDiaz, Inc., in substantially the same form as submitted, for District Boulevard RR Grade Crossing Safety Improvements for a total amount not-to-exceed $667,307.18, for a three (3) year term.

Background
On October 16, 2023, a Section 130 Grade Crossing Improvement Program, Project No. STPLR130L(303),Caltrans Project ID 0723000155 agreement between the City of Vernon and Caltrans, was executed enabling the City to receive $667,307.18 in federal funds for the Preliminary Engineering for the elimination of hazards at the grade crossing located at the intersection of District Boulevard and Downey Road and the Union Pacific Railroad (UPRR) tracks (Attachment 2).

Pursuant to Vernon Municipal Code (VMC) Section 3.32.080, the Public Works Department issued a Request for Proposals (RFP) to select a firm that could provide the desired engineering services. The RFP for On-Call Civil Engineering Services was issued on November 21, 2024, via the PlanetBids online portal with responses due by December 19, 2024. Two firms submitted proposals in response to the RFP by the specified deadline. After a review of the proposals, it was determined that JMDiaz, Inc. will best meet the needs of the Department based on responsiveness to the RFP, professional qualifications, and experience. As per VMC Section

3.32.090, based on the type of professional services desired, price was not a factor in the determination of the best qualified proposal.

Pursuant to VMC Section 3.32.030 (A), all contracts over $100,000 require City Council approval.

The proposed Professional Services Agreement with JMDiaz, Inc., is not-to-exceed $667,307.18 as that is the maximum amount to be received by the City in federal funds for these improvements. Staff anticipates work will be completed within the timeframe identified in the Caltrans agreement, however the three-year term of the agreement with JMDiaz, Inc. will allow work to continue in case there are any delays in coordinating with the railroad or modifications to the City’s agreement with Caltrans. Therefore, it is recommended that City Council approve and authorize the City Administrator to execute a services agreement with JMDiaz, Inc.

The proposed services agreement has been reviewed and approved as to form by the City Attorney’s Office.

Fiscal Impact
The fiscal impact is not-to-exceed $667,307.18 for the three (3) year term of the Professional Services Agreement. Approval of this action requires a Transfer Out from the General Fund, Public Works Department, Street Maintenance Division, Capital Outlay Account No. 011-040- . .

Item 9 Page 1 of 2
430-660000 a Transfer in to General Fund, Federal Grants, Street Maintenance Division, Capital Outlay Account No. 011-595-430-660000 for the current fiscal year and will be budgeted there in subsequent years. The City will receive up to $667,307.18 in federal reimbursements administered through Caltrans for this work.

Background
At its regular meeting on April 1, 2025, the City Council approved and authorized the appointment of Alice Hui as the Director of Finance/City Treasurer, and execution of a related at-will employment agreement via Resolution 2025-008. To ensure compliance with the oral summary requirements under Government Code Section 54953(c)(3), staff recommends reintroducing this item with an updated resolution at the regular meeting of the City Council on April 15, 2025. No substantive changes have been made to the resolution or related at-will employment agreement.

Following the departure of the former Director of Finance/City Treasurer in 2024, the City’s Human Resources Department initiated a Request for Proposal for Recruitment Firms to conduct four executive level recruitments, which included the Director of Finance/City Treasurer. The City selected Bob Murray and Associates (Vendor) to conduct the City Administrator, City Clerk, Director of Finance/City Treasurer and Director of Human Resources recruitments.

Recruitment Summary
The recruitment period to fill this vacancy began December 23, 2024, and was extended to close on February 9, 2025. Bob Murray and Associates received 47 complete resume and questionnaire packets. Following an in-depth review of the resumes and questionnaires submitted, seven candidates were interviewed by the external vendor and four candidates were recommended. Two candidates moved forward and were invited to participate in a dual panel interview process consisting of City and external evaluators on Wednesday, March 5, 2025. The City Administrator has recommended the appointment of Alice Hui to serve as the Director of Finance/City Treasurer for the City of Vernon.

The At-Will Employment Agreement for Director of Finance/City Treasurer has been presented to Ms. Hui and is included as Exhibit B to Resolution No. 2025-009. The agreement establishes an effective date of April 14, 2025, and a starting salary of $ 254,061 per year, plus all benefits provided to executive personnel.

The proposed agreement is consistent with other City of Vernon executive employment agreements, albeit with the following exceptions:

Prior to this experience she worked as an Internal Auditor and Audit Manager managing various local government audit engagements. Ms.
