As such, once construction is started in a work area, the Contractor will be required to work continuously in that work area until construction has been completed and the work area is open and accessible to both vehicular and pedestrian traffic in a manner approved by the City's Project Manager before the next stage of work will be allowed to begin.

Once construction is started in a work area, the Contractor shall not withdraw manpower or equipment from that work area in order to start construction in another work area if doing so, in the opinion of the City's Project Manager, delays the completion of the work presently under construction.

The Contractor shall maintain continuous access to all residents and businesses within the project limits, including drive approaches, unless the Contractor has obtained the approval of the City's Project Manager to close either such access or drive approach.

No stockpiling of material and construction equipment on public streets or sidewalks will be permitted on this project unless approved by the City's Project Manager. Material and equipment placed on public streets, sidewalks and on the construction areas shall be used the same day.

A staging area is not guaranteed to be provided by the City, so it is the Contractor’s sole responsibility to secure a staging area, if needed. Mobilization shall also include the time, materials, and labor to move the necessary construction equipment to and from the job site and the project administration costs during the entire contract period. No construction equipment will be allowed to be parked overnight on City streets.

Mobilization shall include all work shown on the Contract Documents, which is not compensated in a bid item of work. This work shall include, but not be limited to protect-in-place and/or relocation of the facility to accommodate the construction of an improvement; including adjustment of pull boxes and utility valves to grade in new concrete, and resetting curb drains though new curbing; documenting existing striping to be replaced including curb markings and curb addresses, as required.

A minimum of one (1) week before the start of construction, Contractor shall videotape all areas where construction is to take place. The videotapes are to be supplied to the City's Project Manager before construction begins. These videotapes will serve as a record of the existing conditions for disputes that may arise from restoration and should therefore be taken along the line of construction and site access and staging areas at sufficient detail as necessary to clearly depict details of existing conditions. The videotapes shall be standard format in color on a Universal Serial Bus (USB) drive. Alternate videotape formats shall be approved by the City's Project Manager, prior to performance of the work. All videotapes shall be indexed and catalogued in such a manner that each photographed area is readily identifiable and shall also indicate the date and time (hours, minutes, and seconds) on which the video was made. The Contractor shall also videotape any unusual conditions encountered during construction that are not already a matter of photographic record. In areas where existing conditions cannot be determined by means of videotapes, the areas shall be restored as approved by the City's Project Manager at the Contractor’s expense. All videotapes shall become property of the City.

Prior to start of any construction, the Contractor’s surveyor shall send a formal correspondence to the City's Project Manager, signed and stamped, that He/She has inspected the site and describe all the found items (or missing items) per records provided by the City and certify that they have been tied.

At completion of the project, prior to finalization, the Contractor’s surveyor shall send a certification letter to the City's Project Manager, certifying that all disturbed centerline ties, benchmarks, monuments, and property line tags have been reset, including any missing centerline ties, benchmarks, and monuments within the project limits as shown on records provided by the City.

Unless otherwise provided in the Special Provisions, lines and grades for construction shall be the responsibility of the Contractor, with the following provisions:

Prior to removal of improvements, the Contractor shall verify line and grades of proposed improvements to ensure proper drainage can be achieved. Any questionable grade, elevation, or location shall be brought to the immediate attention of the City's Project Manager in writing for clarification prior to construction.

The work required to re-set survey monuments (Spike & Washer or Lead & Tag) and to adjust existing monument frames and covers to grade shall conform to Section 309 of the SSPWC, and in compliance with the Professional Land Surveyors’ Act (Business and Professions Code, Chapter 15, Division 3), and as directed by the City's Project Manager.
