Re: On-Call Services for Water Well and Pump StaƟon Repairs, Maintenance, and RehabilitaƟon
Thank you for considering General Pump Company as a candidate for your pump and well services. We are excited to provide the City of Vernon with the background and evidence to prove why General Pump Company (GPC) is the partner of choice for this great project.

This is an opportunity that our team does not take lightly. Throughout this proposal we have worked diligently to prove not only our experience as a company for this project, but also, and most importantly, our experience as a team and a reputable group of water industry professionals.

GPC is the only well and pump service company in California that has a staff of experienced civil and mechanical engineers who are specialized and 100% dedicated to well and pump service.

Unlike many of our compeƟtors whose primary focus is on drilling new wells, GPC’s only focus is on pump engineering service and well rehabilitaƟon. This team allows for no-cost engineering work that can save the City of Vernon thousands of dollars per project. CerƟficaƟons and licenses include C-57, Class A Engineering, Treatment II / DistribuƟon II cerƟfied staff, and NGWA cerƟfied project managers.

GPC has a long history of outstanding work performed with other government enƟƟes and water departments through contract service agreements having similar requirements and scope has worked closely with the City of Vernon to maintain their water systems for over twenty years. This is accomplished in part by our ability to allocate resources in a quick and efficient manner. GPC has 9 fully equipped pump rigs, 3 - 40T cranes, 6 sƟnger cranes and various support equipment that are located at our San Dimas, Camarillo, and San Bernardino faciliƟes, located within 60 miles of City of Vernon well sites.

GPC has the most complete pump repair facility in California. While many send equipment out to other vendors to machine and repair pumps. GPC manufactures pump parts in-house and is the only manufacturer of the GPC water flush deep well turbine pump, which is the fastest growing deep well turbine pump design in California. Machine shop highlights include a verƟcal turret lathe, CNC lathe, and CNC mill.

GPC has culƟvated strong partnerships throughout its 73-year history with mulƟple subcontractors who provide surveying services (Pacific Surveys, Advanced Downhole), swaging and patching (Longmire), electrical services (LiƩlejohn), and other experts throughout the @MffiAL
@ilmnffi
industry to ensure our ability to respond to any unforeseen conditions encountered in well and pump evaluations.

Through our prior experience we hope that we have been able to prove to you that we are the team that you can trust. Through every step of the way, our group of industry-leading professionals will provide transparency and partnership so that your team will always feel they are receiving the best cost, quality, schedule, and safety for your dollar.

GPC anticipates working closely with City personnel through each phase of every project.

Following initial inspection and identification activities, GPC anticipates coordinating with the City and utilizing historical data to complete necessary booster and deep well pump pulls, after which the booster or wells will be inspected visually or with the aid of a videography subcontractor.

GPC's team of engineers and pump mechanics shall conduct thorough tear-down and inspections of all available components in-house, with the exception of motors which shall be sent to the City's preferred authorized motor shop (such as Littlejohn or Delta Motors)Jhese inspections, along with available historical and current operating data, will be reviewed by our team to propose recommended next steps, including any booster system repairs, mechanical and/or chemical well maintenance and rehabilitation activities, and equipment repairs or replacement.

GPC takes a phased, step-by-step approach to ensure the City understands the risks, benefits, and costs associated with any proposed activities. GPC shall ensure worksites remain secure at all times throughout each project, utilizing third-party security services when necessary, and shall work with the City to ensure proper discharge compliance when appliable. The City shall have a dedicated project manager and backup contact information to ensure all calls for service are responded to within one working day and scheduled and subsequently completed in a timely, mutually agreed manner. All work shall be performed in accordance with any plans, drawings, specifications, or instructions provided by the City for each project when provided and shall meet quality standards consistent with industry practices. All work shall be completed to the satisfaction of the City. All parts used for repair and in reassembly of equipment shall be the manufacturer's authorized parts or approved by the City in writing prior to installation.

The GPC team appreciates the opportunity to expand on our qualifications to City of Vernon, and we look forward to further discussing the experience and value we can provide. Please note, this proposal shall remain valid for a period of not less than ninety (90) days from the date of submittal.

Sincerely,
F['MP

PLEASE NOTE THE FOLLOWING CLARIFICATIONS / QUALIFICATIONS FOR THE COSTS PROVIDED WITHIN EXHIBIT D:
 Item 1: GPC will not uƟlize this rate in keeping with proper DIR classificaƟons. Instead, GPC anƟcipates uƟlizing Item 9 (C&I Specialist) for all associated work.  Item 2: Field Laborer rate to be uƟlized for work not associated with industry trade knowledge, instead reflecƟng generic field labor. Field labor pertaining to onsite work that requires industry knowledge and training shall be aƩributed to Item 5 (Pump Mechanic – Field) or Item 10 (OperaƟng Engineer) in keeping with proper DIR classificaƟons.  Items 7, 8: Provided per person per hour for duraƟons exceeding 8-hours per day  Items 21 and 22 added to reflect use of various cranes when necessary.  Item 23 has been added as a common item uƟlized following pump removals.  Item 24 includes tank delivery, pick up, and cleanout when applicable.  Items 33 through 46 have been esƟmated assuming hours stated reflect actual hours onsite, which require accounƟng for travel to / from site and transiƟon Ɵmes between acƟviƟes.

These items are based upon a previously reviewed draŌ technical specificaƟon provided by RCS with the following comments:
o Item 27: Involves injecƟon of Watersolv (or equivalent hydrogen peroxide / inhibited acid blend), approx. 954 gallons and brushing with a steel brush to agitate the well. o Item 30: For purposes of this project, GPC has esƟmated approximately 50% of the chemistry previously specified by RCS, namely approximately 475 gallons Watersolv BC or equivalent, 350 gallons Well-Klean Pre-Blend or equivalent (Well Renew / NuWell 310, etc.), 7.5 gallons WK Concentrate or equivalent, and 150#s Sodium Bicarbonate. GPC also recommends forgoing the specified soak periods to minimize Ɵme between injecƟon acƟviƟes given hydraulic gradient results in chemistry moving downstream daily.
o Item 33: Oil Lubricated test pump equipment shall be provided. It is important to note that capacity or access requirements may have to be adjusted due to physical constraints set forth by the well diameter. AddiƟonally, oil generated during test pump acƟviƟes shall be bailed and remain onsite in drums provided by GPC as the City remains the generator and is therefore responsible for disposal. Please note, TP removal and oil bailing acƟviƟes are not called out within the sample bid and shall be quoted under separate cover if needed.
o Item 38: Includes HPC and bacteriological tesƟng analysis. AddiƟonal analysis tesƟng to be quoted upon request and may result in greater costs for depth discrete sampling acƟviƟes pending total fluid volumes needed from each locaƟon (and subsequent addiƟonal trips / Ɵme with tooling to retrieve the increased volumes). o Item 46: It is important to note liner designs have a significant impact to cost. GPC has quoted a liner for the above referenced 1,500 foot well assuming stainless steel wire wrap screen, heavy wall casing, and quality filter pack materials. However, it is important to approach each liner design carefully to ensure minimal losses are encountered following liner acƟviƟes and future well maintenance acƟviƟes are minimally impacted, all while balancing costs and end user expectaƟons. It is therefore not uncommon to have a significant range of costs for a liner design of this size ranging from 300 – 600 thousand dollars, and the City is advised to consider this significant variaƟon in their bid evaluaƟon.

Subject: General Pump Company – Safety AcƟon Plan
Beginning in 2021, General Pump Company (GPC) began implementaƟon of a Behavior-based Safety (BBS) Management Program. To support this safety plan, the leadership of General Pump have taken a proacƟve role in implemenƟng a top-down safety program with input and buy-in from the boƩom up. This whole-of- company effort has as its goal the further enhancement of a safety culture where every employee is empowered and accountable for their safety and the safety of those around them.

The following memo outlines GPC’s corporate safety Principles, ImplementaƟon Steps, Measurable Goals, and Immediate Next Steps to improve our overall safety performance and maintain a healthy, nurturing, and enriching workplace worthy of our employees, their families, and the communiƟes we serve.

Core Principles:

The first Pillar of this safety plan is establishing our leadership-on-down Company Safety Principles which are as follows:

1. Assess the safety culture – regularly conduct safety audits from third-party service providers and new leaders to validate a healthy safety culture across the company.

2. Teach and train every employee – a culture of conƟnuous learning that involves every employee at every level.

3. Encourage parƟcipaƟon – every employee is a safety officer; anyone can stop work due to an observed or potenƟal unsafe situaƟon and there is no such thing as a bad safety idea.

4. Enforce awareness and self-management – the balance of holding individuals accountable for what the do or fail to do, while empowering them to take ownership of their own workplace safety.

5. Begins with Leadership – the boƩom-up empowerment is no subsƟtute from leadership from the top-down including the provision of tools and training that employees request.

6. ConƟnuous improvement – never saƟsfied; always striving to be safer by updaƟng training and equipment.

ImplementaƟon Steps:

Our overall implementaƟon of our Safety AcƟon Plan follows the following flow:

1. People
Having grown from a small business into a mid-sized business (~100 employees), GPC has since Q3 2023 added a full Ɵme EHS Manager and as of July 2024 expanded our EHS department adding an addiƟonal EHS Specialist to our roster. The addiƟons to our GPC team have shown significant improvements to our overall safety culture, training program, incident management process and our most important goal – eliminaƟng injuries altogether.

2. Processes

1. People 2. Processes 3. Tools / Technology
Our safety leaders are then responsible for the implementaƟon and refinement of our safety processes. They are roughly as follows:

1. Establish standards: GPC is reviewing exisƟng industry standards set by our third-party safety advisor, Got Safety, and tailoring them further to our specific line of work.

2. Provide equipment, tools, and training: GPC prides itself on providing proper protecƟve equipment and safety tools and will conƟnue to do so. Beginning in July, GPC will begin the development of formal training curriculum, making official what has been an on-the-job training program to date.

3. Measure and document consistently: GPC has a years-old “near miss” reporƟng system and safety reward “bingo program.” Recently GPC has also implemented a leadership-level dashboard of safety events and near misses for the enƟre leadership team to discuss weekly.

4. Establish recourses and consequences for failures: the CEO with the support of the HR Manager have improved our aŌer-acƟon reports, employee counseling’s, and remediaƟon steps. Our goal is to make the applicaƟon of standards fair across the company regardless of seniority or status in the firm.

5. Apply these standards in a posiƟve, non-draconian manner: these standards and consequences for failure to uphold, will be applied in fair and predictable manner and

6. avoiding a culture of zero-defect, no-tolerance, walking on eggshells that can lead people to hide unsafe behavior and underreport systemaƟc unsafe pracƟces for fear of reprisal.

7. Feed learnings back into standards entry-level and ongoing training: the development of

8. our safety training curriculum does not stop once the this summer project is over. The new safety manager will be responsible for the conƟnual refresh of our training to address deficiencies and keep up with new regulatory standards and best pracƟces.

3. Processes
The goal of the effecƟve administraƟon of our safety program is to centralize the reporƟng, monitoring, and evaluate funcƟons of our safety program in a single locaƟon. Our EHS management system, Velocity EHS which we use currently, standardize and professionalize our safety administraƟon. We uƟlize Velocity Training and Learning to educate our employees regarding safety standards with our staff and communicate our expectaƟons regarding safety.

These tools and technologies are used to support our company iniƟaƟves as it pertains to safety and foster a culture of safety.

In closing, GPC has put in place proper correcƟve acƟons and procedures in place we feel will not only drive our injury rate down but will achieve a best-in-class safety program and be industry leaders in safety. We have developed and are rolling out an innovaƟve new training program that encompasses not only safety, but employee development skills needed to foster a culture of safety and experience in our sector. ImplemenƟng daily safety huddles, safety tailgate meeƟngs and candid feedback from our employees, we have already seen an impact not only on lagging metrics such as TRIR but also an increase in employee engagement via our safety incenƟve programs.
