City Council Agenda Report
Meeting Date: August 5, 2025
From: Brian Saeki, City Administrator
Department: City Administration
Submitted by: Lilia Hernandez, Assistant to the City Administrator Subject
Report on Contract Approved by the City Administrator
Recommendation
Receive and file the report on a one-year contract with Granicus, LLC for Granicus Agenda Management Software for $24,264.72, as approved by the City Administrator, pursuant to Vernon Municipal Code Sections 3.32.110 (B)(2) and 3.32.110 (B)(3).

Background
On June 16, 2025, the City Administrator approved the award of a one-year agreement with Granicus, LLC (Granicus) for the Granicus Agenda Management Software (Agreement) for a total not-to-exceed amount of $24,264.72. Typically, a contract award of this amount would necessitate an informal quotation process requiring at least five quotes from different vendors for comparison. However, since the Granicus platform is utilized for public meeting agenda management, approval of the Agreement was made pursuant to the City Administrator’s finding that the best interests of the City were served by a direct award of the contract without a competitive process, as allowed by Vernon Municipal Code (VMC) Sections 3.32.110 (B)(2) and

3.32.110 (B)(3). The City Administrator’s finding was based on the City’s existing use of the Granicus software and critical need for continuity of service.

The Granicus software is critical for its agenda automation, meeting management, video streaming, and Laserfiche integration functionalities. As such, the Granicus platform is fully integrated into the City’s processes for public meeting agenda report preparation workflows, agenda publishing as well as public meeting live stream production and Laserfiche integration.

Moreover, staff is already trained on the agenda management application. Considering another vendor at this point was not feasible, as a thorough assessment of other agenda management platform options is necessary before making a change as it may require a substantial investment in implementation costs, data migration, staff retraining, and equipment. The contract approved with Granicus was for a 12-month period to allow for continuity of key services while staff explore other agenda management solutions that may better serve the City’s needs. A one-year agreement with Granicus from June 30, 2025 to June 29, 2026 will allow staff sufficient time to thoroughly vet out other alternatives.

Fiscal Impact
The fiscal impact was $24,264.72. Sufficient funds are available in the General Fund, IT Repairs and Maintenance Account No. 011-010-110-529110 for the current fiscal year.
