Motorola Solutions Inc. Service Agreement for Radio System Support and Maintenance Recommendation
Approve and authorize the City Administrator to execute a Service Agreement with Motorola Solutions Inc. (Motorola), in substantially the same form as submitted, including related attachments incorporated by reference, for police dispatch radio system support and maintenance for a total amount not-to-exceed $84,458.17 for a three-year term.
Background
The Vernon Police Department (VPD) utilizes the Motorola Interagency Communications Interoperability (ICI) Trunked Ultra High Frequency (UHF) radio system to support its threeconsole radio dispatch center. This system is a critical component of the City’s public safety infrastructure, ensuring seamless communication between emergency dispatchers and first responders. Dispatchers rely on this system to relay essential information received from the public to officers in the field. The performance, reliability, and security of this communication system are vital to the City’s ability to respond quickly and effectively to emergencies and to ensure the safety of Vernon residents, businesses, and public safety personnel.
The proposed Service Agreement with Motorola provides essential maintenance and technical support services for the Vernon Police Department’s radio dispatch system. These services include routine preventive maintenance to help avoid unexpected equipment failures and extend the system’s operational life. The agreement also offers 24/7 network monitoring, allowing for real-time alerts and the dispatch of on-site technicians to address both minor and major system issues. In addition, Motorola will provide regular remote security patching to protect the system from malware and other cybersecurity threats. The agreement ensures expedited repairs and part replacement, minimizing system downtime and ensuring continuous service availability.
Access to Motorola’s advanced technical support will further ensure that any complex issues are quickly diagnosed and resolved. Maintaining this level of service is essential to ensuring the reliability, performance, and security of the City’s critical public safety communications infrastructure.
The proposed Service Agreement with Motorola is exempt from competitive bidding and competitive selection purchasing requirements pursuant to Vernon Municipal Code (VMC) Sections 3.32.110 (A)(2) and 3.32.110 (B)(1), which exempt purchases when the services are only available from a sole-source provider. In this case, Motorola Solutions is the sole provider authorized to maintain and service the proprietary Motorola radio console equipment.
Pursuant to VMC Section 3.32.030(B), staff is seeking City Council approval of a service agreement with Motorola for a three-year period, as the total amount of all City expenditures with Motorola exceeds $100,000 in the 12 months preceding the effective date of a proposed new, renewed, or otherwise amended contract. To date, the City has paid Motorola $164,381.64.
The proposed Service Agreement and Cybersecurity Online Terms Acknowledgement have been reviewed and approved as to form by the City’s Attorney’s Office.
Fiscal Impact
The fiscal impact is not-to-exceed $84,458.17. Sufficient funds are available in the General Fund, Information Technology Department Account No. 011-010-110-529110 for Repairs & Maintenance- IT for Fiscal Year 2025-2026 and will be budgeted for the subsequent two years.
