Approve and authorize issuance of a Purchase Order with Carahsoft, for a one-year term for an amount not-to-exceed $21,580.38, and authorize the City Administrator to execute the related End User Agreement with Secureworks, in substantially the same form as submitted, for Incident Management Response services; and
C. Approve additional funds with Carahsoft in the amount of $50,000 for ancillary purchases that may be necessary during Fiscal Year 2025-26.
Background
Carahsoft is a reseller of various software products and solutions for state and local governments (including Secureworks) and often provides government pricing and/or pricing that is highly competitive. The City’s Information Technology (IT) Division routinely procures products and services through this vendor.
Managed Network Security Services
The IT Division is requesting the issuance of a purchase order with Carahsoft for Managed Network Security Services from Secureworks for a one-year term. The purchase is for the service that will be used to monitor the City’s network for any cyber security threats. The service will provide 24x7 security operations center support and network monitoring. Secureworks uses advanced data analytics and security insights via its Counter Threat Platform to provide complete network coverage, vulnerability management, monitoring, and analysis.
Incident Management Retainer Services
The IT Division is also requesting the issuance of a purchase order for Incident Management Retainer (IMR) Services from Secureworks for a one-year term. IMR is a proactive incident response service designed to enhance cyber security readiness, resilience, and response capabilities. Secureworks draws on decades of incident response experience and real-time threat intelligence to help identify gaps in detection and response programs, run targeted exercises, and continuously improve readiness before a breach occurs.
Carahsoft offers government pricing through Government Contract No. AR2472 Participating Addendum No. 7-17-70-40-05 with the National Association of State Procurement Officials (NASPO). The proposed purchase orders with Carahsoft for Secureworks software and services are exempt from competitive bidding in accordance with Vernon Municipal Code (VMC) Section
3.32.110 (A)(5)(b), which provides an exemption “for services that can be purchased in cooperation with other public agencies, associations or when supplies, equipment or services can be purchased from a vendor offering the same prices, terms, and conditions as in a previous award from the City or another public agency either by competitive bid or through a negotiated process and, in the opinion of the Finance Director, it is to the advantage of the City to do so.” Accordingly, the Finance Director concurs that it is to the City’s advantage to procure the desired services from Secureworks through the NASPO government contract.
Pursuant to VMC Section 3.32.030(B), City Council approval is required if, in the 12 months preceding the effective date of the proposed new, renewed, or otherwise amended contract, the City has paid or awarded the proposed vendor more than $100,000. Within the past 12 months, the City has paid Carahsoft approximately $131,056.78. Because Carahsoft is a reseller of various software products and solutions for state and local governments and can often provide government pricing and/or pricing that is highly competitive, staff is requesting approval of a $50,000 fund allocation for this vendor for fiscal year 2025-26, as it is likely that IT will make additional purchases through Carahsoft in the coming months. Any future purchases would be facilitated in compliance with the City’s established purchasing processes.
Carahsoft quotes 56260713 and 57534701 along with NASPO Master Agreement AR2472 and Participating Addendum 7-17-70-40-05 have each been reviewed and approved as to form by the City Attorney’s Office.
Fiscal Impact
The total fiscal impact is not-to-exceed $146,378.52. Sufficient funds are available in General Fund, IT Department, Professional Services – IT Account No. 011-010-110-529210 for Secureworks purchases in the amount of $96,378.52; and in Repairs and Maintenance – IT Account No. 011-010-110-529110 for additional funds in the amount of $50,000 for Carahsoft.
