City Council Agenda Report
Meeting Date: September 2, 2025
From: Su Tan, Director of Human Resources
Department: Human Resources
Submitted by: Lisette Grizzelle, Human Resources Program Manager Subject
Classification and Compensation Plan
Recommendation
A. Approve new, retitled and revised job descriptions; and B. Adopt Resolution No. 2025-022 adopting the Classification and Compensation Plan in accordance with Government Code Section 20636(b)(1) and repealing Resolution No. 2024-12.

Background
The Human Resources Department is responsible for the maintenance of the Citywide Classification and Compensation Plan (Plan) which consists of various classification specifications (job descriptions) as well as the Compensation Schedule that lists the classification titles and salaries for each classification which are attached to the Plan as Exhibit A.

New, Retitled and Revised Job Descriptions
As part of the annual budget process, Citywide Classification and Compensation Survey findings and labor negotiations, the Human Resources Department has worked in collaboration with all bargaining groups and City Departments to update/revise all existing job descriptions and establish new classifications as appropriate to ensure the City is in compliance and maintains a competitive position when recruiting and retaining employees. The new, retitled and revised job descriptions are provided as an attachment to this report with revisions shown in redline (Attachment 2).

Approval of new and revised Citywide job descriptions to incorporate Citywide Classification and Compensation Survey findings, market trends, updated duties, minimum qualifications, addition of new City logo, mandated language related to possession of a driver’s license and emergency response language.

Classification and Compensation Plan
Approval of the Classification and Compensation Plan to amend the existing plan is proposed to incorporate the new and revised Citywide job descriptions, approval of the associated salaries, FLSA designations, job code numbers, as recommended by the Citywide Classification and Compensation Survey and per the labor negotiations listed on the proposed Classification and Compensation Plan.

The current Classification and Compensation Plan includes a separate exhibit for each of the compensation schedules associated with each bargaining group as well as separate exhibits for unrepresented employees (Exhibits A-G of the current Classification and Compensation Plan).

The proposed Resolution would create one Classification and Compensation Plan with only one exhibit that would be all-encompassing and reflect uniformity within all salary grades. Having one compensation schedule for all employees provides equity across all groups and is more efficient administratively. A redline of the Classification and Compensation Plan is provided as an attachment to this report for reference (Attachment 3).

Proposed salary grade changes and corresponding monthly salary ranges for executive classifications, as a result of the Classification and Compensation Survey findings, are listed in the following chart:
