Purchase Order with ITT Goulds Pumps Inc
Recommendation
Approve and authorize the issuance of a Purchase Order with ITT Goulds Pumps Inc. for the purchase of packing sleeves, for a total amount not to exceed $4,466.27.
Background
The Malburg Generating Station operates two Circular Water pumps, which serve as the primary cooling method for several critical processes, including the steam turbine and all lubricating oil systems.
Each pump utilizes custom packing sleeves to effectively seal the cooling water from the rotating pump shaft during operation. These sleeves are designed to act as sacrificial wear components, protecting the pump shaft from high-friction damage. Their replaceable design in the field helps minimize downtime, reduces the need for machine shop repairs, and ensures the ongoing reliability and availability of the plant. During a previous pump overhaul, ITT Goulds Pumps Inc. (ITT Goulds) developed an improved version of the packing sleeve to resolve ongoing water leakage issues between the shaft and sleeve.
Due to their specialized materials and manufacturing requirements, these custom packing sleeves have a long lead time. It is crucial to keep spare sleeves in stock to prevent prolonged outages that could compromise plant operations and reliability.
As the original equipment manufacturer of the improved packing sleeves design and specifications, ITT Goulds is the sole source provider capable of providing the required packing sleeves. Therefore, staff recommends approval of a Purchase Order with ITT Goulds in the amount of $4,466.27 for the purchase of two packing sleeves.
City Council approval for this purchase is required pursuant to Vernon Municipal Code Section
3.32.030(B), as during the last 12 months, the City has paid or awarded ITT Goulds a total of $113,511.39 in Purchase Orders.
The quote from ITT Goulds has been reviewed and approved as to form by the City Attorney’s Office.
Fiscal Impact
The fiscal impact is estimated at $4,466.27. Sufficient funds are available in the Electric Fund, Malburg Generating Station, Spare Parts, Account No. 055-050-586-529004 for the current fiscal year.
