CHIRLA Quarter 1 Report- City of Vernon
In partnership with the City of Vernon, the Coalition for Humane Immigrant Rights (CHIRLA) has engaged in numerous activities to provide essential services and education to Vernon community members affected by immigration raids. Our primary focus during the first quarter has been facilitating access to immigration legal services. We have prioritized outreach efforts to ensure that individuals residing and working in the City of Vernon are aware of the assistance available to them.
CHIRLA's Marketing Department has created a flyer that the City of Vernon has distributed to local businesses to inform the community about CHIRLA’s services and our collaboration with the City of Vernon. A critical element of our activities has been distributing educational materials in English and Spanish, covering immigrants’ rights, workplace regulations, and local services to workshop attendees.
On August 14th, 2025, we emailed a variety of materials to the City of Vernon and gave consent for them to be added to the City of Vernon website. These resources empower immigrant communities in Vernon by explaining their rights, equipping them to advocate for their rights in a variety of circumstances, such as ICE interactions, workplace discrimination, and ICE enforcement activity.
As part of our City of Vernon grant, CHIRLA hosted two workplace enforcement trainings in September 2025. The first session, held on September 4, welcomed seven participants. Six were employers operating businesses in the City of Vernon, two of whom also reside there. One attendee was a worker who lives outside Vernon but is employed within the city.
Companies represented at this early training included Karen Kane, Inc., American Printworks, The Mochi Ice Cream Co., Kaiser Permanente, and Current Wholesale Electric Supply. Although the September 18th training marked the official launch of CHIRLA’s City of Vernon workplace enforcement series, early outreach efforts led to several individuals joining the September 4 session ahead of schedule.
On September 18, CHIRLA held an hour and a half virtual workshop which addressed key topics for both employees and employers. Those who attended received guidance on their constitutional rights in the workplace, the differences between ICE raids and I-9 audits, California labor laws, how to identify a judicial warrant, legal protections against retaliation and discrimination, and the role of the Labor Commissioner’s Office. Employers were also informed about their obligations during ICE presence, potential fines from the Labor Commissioner’s Office, and best practices for developing workplace policies that protect employees.
This second workshop welcomed 17 participants. Ten were employers who both live and operate businesses in Vernon, representing companies such as Reynaldo's Mexican Food, Rancho Foods, Inc., Punch Press Products, Great American Packaging, Engineered Applications, Inc., Kaiser Permanente – Vernon branch, Ben’s General Store, and Style Melody, Inc. Two employers operate businesses in Vernon but reside elsewhere, including representatives from Commercial Sandblast Co. and Incremento Inc. Four attendees were workers who work in Vernon but live outside the city, and one participant was a worker who both lives and works in Vernon.
Each participant received a comprehensive packet of educational materials, including CHIRLA’s workplace enforcement guide, re-verification guide, and a model workplace policy template.
To ensure continued support, CHIRLA offered individual consultations and provided direct contact information for our Director of Workers' Rights and Labor Legal Services.
After our first workshop, we received a technical support request from an individual who works in the City of Vernon. This person asked some follow-up questions, and we provided a copy of our PowerPoint presentation so it could be shared with their company’s managers. We also offered to conduct an in-person training session for management or other employees.
On September 25th, 2025, we shared a newly created resource: a one-page flyer showing the five essential phrases workers need to know to exercise their constitutional rights in the event of an encounter with ICE. This flyer can be posted in workplaces near areas designated for employment rights notices and/or near employee boards or clock-in/clock-out stations, as a way to reassure employees that their employer supports them in exercising their constitutional rights when needed. Alternatively, the flyer can be distributed individually as needed.
As we look forward to the second quarter of the grant period, CHIRLA will continue hosting weekly workshops, alternating between English and Spanish, to grow our community engagement in the City of Vernon. CHIRLA’s Workers Rights and Labor Legal Services department, alongside our Community Education team, will participate in Vernon’s Halloween Spooktacular event on October 29.
This in-person gathering will provide an opportunity to connect with residents, promote upcoming workshops, and distribute educational materials. Additionally, CHIRLA plans to visit Vernon City Hall in October to provide informational flyers. CHIRLA remains committed to deepening our partnership with the City of Vernon. Together, we will continue collaborating to develop and distribute educational and marketing materials to expand our reach and presence in the City of Vernon.
